Economic forces and government policies have led to substantial industrial consolidation and the development of extensive transnational ties. Although there have been a number of efforts to promote transatlantic collaboration, most of the consolidation has taken place within and among European defense firms. Despite some efforts by national governments and such organizations as the Independent European Program Group and NATO to promote competition, there is a distinct trend toward national and transnational monopolies. Shrinking defense budgets have accentuated concerns about preserving defense industrial base, increasing the pressure for protectionism. Achieving the economic and political benefits of transatlantic collaboration and a competitive market will require more sustained U.S. and European government efforts to promote open access, eliminate trade barriers, and encourage industry-initiated transatlantic teaming.

NATO responded to the attacks of 9/11 by invoking, for the first time in its history, Article 5 of the Washington Treaty "the alliance's collective defense clause" and European military assets were deployed to the United States, the Mediterranean Sea, and Afghanistan. Deployable rapid response forces were created by NATO (the NATO Response Force) and by the European Union (the Battle Groups). The EU Security Strategy, formulated in 2003, lists combating terrorism, countering the spread of weapons of mass destruction, dealing with failed and failing states, and responding to regional emergencies as scenarios that may require military intervention. National governments also increased their commitments to international security and stabilization efforts. They have deployed military forces to operations in the Democratic Republic of Congo, East Timor, Darfur, and Chad, as well as contributed troops to UN peacekeeping operations worldwide. And at home and overseas, European militaries are stepping up efforts to prepare for and respond to natural disasters and humanitarian crises. In light of this upsurge in military preparations and deployments, it is important to track trends in European defense spending. Doing so can help answer many critical questions; for example, have defense budgets in Europe grown or declined, and by how much? How have European defense budgets fared given changes in national economies? How much are European governments spending on defense procurement and research and development (R & D)? Ultimately, if government spending is an indicator of the priority given to policy areas, understanding trends in defense spending can shed light on whether Europe is indeed serious about improving its military capabilities. This report seeks to provide the data and analysis needed to answer these questions. It presents the defense spending trends of all European countries, including the 25 EU member states, as well as Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Macedonia, Moldova, Norway, Serbia and Montenegro, Romania, Switzerland, and Turkey. The data were gathered from various sources in an attempt to present broad European trends, as well as in-depth analyses of specific countries

Walter Laqueur and Leon Sloss, therefore, deserve credit not just for the quality of the analysis in this superb book but also for the timeliness of its appearance. As Laqueur says in his chapter "Touring the Western European Defense Hori zon," if the likely development of European defense policies is not particularly reassuring, at least it gives no grounds for despair. The list of problems we face is a daunting one. First there is the spiralling cost of defense expenditures, particularly in the absence of significant NATO or inter-European cooperation. This is particu larly serious in light of the reluctance to increase, or even maintain, current expen ditures in the midst of Mikhail Gorbachev's "peace offensive" and the extraordinary changes in Eastern Europe, both of which have had a dramatic impact on Western public opinion. There is also a problem in the perceived relative economic decline of the United States vis-a-vis Western Europe and Japan, which only exacerbates calls to reduce the number of American troops in Europe. Other dangers to the political cohesion and military credibility of the alliance include demographic trends that threaten current manpower levels, transatlantic acrimony over the burden-sharing issue, and political pressures (particularly in West Germany) toward denucleariza tion and even neutralism.

Book excerpt: In recent decades, a remarkable degree of strategic mobility and military reach, significant social and human capital, and an advanced industrial and scientific base have endowed the European Union with capable and effective armed forces. However, as centuries of European (or Western) dominance are currently giving way to a more multipolar and less governable world system, protecting common "strategic interests" without adequate military capabilities may become ever more difficult. Although Europeans remain relatively well-equipped to mobilise the tools needed to tackle potential threats, within the EU there is limited awareness or recognition of the emerging challenges, a basic disinterest in strategic matters, and relatively few voices calling for effective and sustainable armed forces. In addition, the European political and institutional landscape regarding defence and military matters is extremely segmented. It is in this context that this report seeks to place European military capabilities in a broader perspective and highlight potential avenues for exploration and development over the next decade.
