Book excerpt: The European Day of Persons with Disabilities (EPDP) Conference took place in Brussels on 24 and 25 November 2022, bringing together disability stakeholders and advocates, policymakers, and high-level experts from across the European Union. Exchanging knowledge, sharing experience, getting to know each other and reconnecting following the Covid-19 pandemic were key elements of the event. A ceremony for the 2023 Access City Award, which recognises and celebrates cities' actions to become more accessible to persons with disabilities, was held at the end of the Conference. Key statistics that give an indication as to the scale of the challenge faced include the fact that almost 1 in 3 persons with disabilities is at risk of poverty (compared with 1 in 5 for persons without disabilities) and the persistent disability employment gap (23% last year). These are compelling reasons to continue working on the rights of persons with disabilities and creating fora such as the EPDP to raise awareness about the challenges. Highlights included discussion about the various European Commission initiatives, specifically the Strategy for the Rights of Persons with Disabilities, including the Disability Employment Package as well as the upcoming European Disability Card and the AccessibleEU resource centre.

Book excerpt: On 2 and 3 December 2021, the European Commission, in partnership with the European Disability Forum, hosted its annual conference to celebrate the European Day of Persons with Disabilities. The 2021 edition of the conference was held online. It brought together more than 400 politicians, high- level experts and disability advocates to discuss current challenges, specifically in access to healthcare and in the digital transformation. The conference also focused on the experiences and needs of children with disabilities. Across Europe, persons with disabilities still face considerable barriers in their daily life: - 4 times more persons with disabilities report unmet healthcare needs than those without disabilities; - Only 64% of persons with disabilities have an internet connection at home, compared to 88% of persons without disabilities; - Over 1 in 5 young people with disabilities leave school early, compared to 1 in 10 of those without disabilities. As pointed out in the new EU Strategy for the Rights of Persons with Disabilities 2021-2030, it is important to scale up action to remove obstacles for the full and equal participation of persons with disabilities in society. Several solutions and initiatives were discussed to remove barriers and create equal opportunities for persons with disabilities. The conference provided an opportunity to exchange knowledge and ideas on how different stakeholders can work together towards a Union of Equality. This report summarizes the key messages and challenges highlighted during the European Day of Persons with Disabilities 2021 conference (EDPD2021) by the different speakers.

Book excerpt: On 3-4 December 2018, the annual conference celebrating the European Day of Persons with Disabilities (EDPD), organised by the European Commission together with the European Disability Forum (EDF), took place in Brussels, Belgium. Similarly to previous years, the event brought together politicians, high-level experts and self-advocates to discuss the challenges, solutions and projects that are being implemented to improve the lives of persons with disabilities. This was the first year that the European Union (EU) and all Member States ratified the United Nations (UN) Convention on the Rights of Persons with Disabilities (CRPD, or the Convention), following Ireland’s ratification of the Convention earlier this year. The EDPD is part of the EU’s wider efforts to promote the mainstreaming of disability issues and to raise awareness of the everyday challenges faced by persons with disabilities. This year, the EDPD focused on three important topics: the potential shape of the next European Disability Strategy; the possible ways to implement a new European Disability Strategy, notably in the context of the next Multiannual Financial Framework; and the accessibility of European cultural heritage to persons with disabilities. This report summarises the main points and challenges that were highlighted during the European Day of Persons with Disabilities conference by the different speakers and participants.

Book excerpt: The annual European Day of Persons with Disabilities Conference which was held in Brussels on the 7th and 8th of December 2015 was a landmark event for a number of reasons including that it was the largest yet in terms of attendance. Taking the theme of 'Growing together in a barrier-free Europe', the event recognised and celebrated the achievements of young people with disabilities across the EU and explored how remaining barriers to full inclusion could be removed. Acknowledgement that children and young people with disabilities have a fundamental right to be full participants in society on an equal basis with their fellow citizens and that their voices, input and direct participation should be central to all efforts to achieve inclusion, was paramount throughout the two days. Co-organised with the European Disability Forum, the conference is part of wider efforts by the EU to promote mainstreaming disability issues in line with the UN Convention on the Rights of Persons with Disabilities (UN CRPD) to which the European Union is a party, and also the EU Disability Strategy 2010-2020. The conference saw a diverse rotation of informative, passionate and thought-provoking presentations by panellists, many of whom were children and young people describing their personal experiences and their efforts as advocates and activists. Comments and questions from the conference floor and discussions involving delegates and speakers were an integral part of activities. The event was attended by a variety of individuals, families and organisations. Among these were NGO's, youth organisations, EU policy-makers and charities. There was also a broad array of both disabled and non-disabled people from numerous countries. The event was live-streamed to an international audience.

Against a backdrop in Europe of rapid social change and political uncertainty, this year’s conference was an opportunity to discuss the impact of major European Union policy developments affecting the rights of persons with disabilities, and in particular the rights to full inclusion and participation in political and public life. The event, which focused firmly on EU citizenship, posed key questions such as how persons with disabilities can be better informed of their rights and how to ensure direct involvement in developing and implementing policy. Hosted by the European Commission in partnership with the European Disability Forum, the conference is part of wider EU efforts to promote mainstreaming of disability issues in line with the UN Convention on the Rights of Persons with Disabilities (UN CRPD), to which the European Union and the majority of its Member States are parties, and also in line with the eight areas of the European Disability Strategy 2010-2020. The packed event gathered together hundreds of delegates including self-advocates, politicians, academic experts on a range of disability and rights-related issues, representatives from international and European institutions, and members of disabled people’s organisations from across the European Union. During two days of thought-provoking and engaging debate, three diverse panels examined fundamental aspects of what EU citizenship means in reality for persons with disabilities. Panel one addressed the important question: What does the EU do for its citizens with disabilities? This was followed by a panel focused on whether active political participation remained just a dream, and on the final day, a third panel considered how accessible cities might produce sustainable inclusion for everyone. Each panel session was followed by lively and informative contributions and comments from the conference floor while the event was promoted widely on social media. Highlights from this year’s event included valuable discussions about how the European Pillar of Social Rights can be best employed to advance the rights of EU citizens with disabilities, the significance of the European Accessibility Act and the role of UN Sustainable Development Goals. More broadly, topics that featured prominently emphasized the continued social exclusion of persons with disabilities in employment and education, including those with learning disabilities, plus the many and various barriers remaining in the way of full participation in all aspects of political systems. Guaranteeing equal citizenship with others was a central theme throughout.
