By 2050, the world is expected to increase waste generation by 70 percent, from 2.01 billion tonnes of waste in 2016 to 3.40 billion tonnes of waste annually. Individuals and governments make decisions about consumption and waste management that affect the daily health, productivity, and cleanliness of communities. Poorly managed waste is contaminating the world’s oceans, clogging drains and causing flooding, transmitting diseases, increasing respiratory problems, harming animals that consume waste unknowingly, and affecting economic development. Unmanaged and improperly managed waste from decades of economic growth requires urgent action at all levels of society. What a Waste 2.0: A Global Snapshot of Solid Waste Management to 2050 aggregates extensive solid aste data at the national and urban levels. It estimates and projects waste generation to 2030 and 2050. Beyond the core data metrics from waste generation to disposal, the report provides information on waste management costs, revenues, and tariffs; special wastes; regulations; public communication; administrative and operational models; and the informal sector. Solid waste management accounts for approximately 20 percent of municipal budgets in low-income countries and 10 percent of municipal budgets in middle-income countries, on average. Waste management is often under the jurisdiction of local authorities facing competing priorities and limited resources and capacities in planning, contract management, and operational monitoring. These factors make sustainable waste management a complicated proposition; most low- and middle-income countries, and their respective cities, are struggling to address these challenges. Waste management data are critical to creating policy and planning for local contexts. Understanding how much waste is generated—especially with rapid urbanization and population growth—as well as the types of waste generated helps local governments to select appropriate management methods and plan for future demand. It allows governments to design a system with a suitable number of vehicles, establish efficient routes, set targets for diversion of waste, track progress, and adapt as consumption patterns change. With accurate data, governments can realistically allocate resources, assess relevant technologies, and consider strategic partners for service provision, such as the private sector or nongovernmental organizations. What a Waste 2.0: A Global Snapshot of Solid Waste Management to 2050 provides the most up-to-date information available to empower citizens and governments around the world to effectively address the pressing global crisis of waste. Book excerpt: When taxes are introduced on carbon and energy, and the revenue is used to reduce other taxes, will a positive effect be achieved both for the environment and for the economy? In 1990 Finland was the first country to introduce a tax on CO2. Later, Sweden, Denmark, Netherlands, Slovenia, Germany and the UK followed suit with tax reforms that shifted taxation from labour to carbon and energy. Over the years, CO2 and energy taxes have gradually been raised, so that in Europe taxes of more than 25 billion Euros a year have been shifted. This book examines carbon-energy taxation in detail and looks at tax shifting programmes for lowering other taxes. It offers extensive analysis on the basis of historical data and seeks to answer important questions for policy-making, such as: What was the impact of tax shifting for economic performance and competitiveness? By how much were emissions of CO2 reduced? Could energy-intensive industries cut further down on their fuel demand or did they loose market shares? To what extent was there 'leakage' from Europe, so that production and CO2 emissions were shifted to other countries or regions without CO2-abatement policy? The use of unique and original data, including sector-specific energy prices and taxes, as well as the use of advanced statistical techniques, such as co-integration analysis and panel-regression techniques along with the time-series estimated macro-economic model E3ME, make this a truly comprehensive volume. On the basis of the lessons learned in Europe, this volume indicates how carbon-energy taxation could usefully be combined with emissions trading, and discusses implications for future international climate policy, including how the IPCC recommendations for a gradual escalation in carbon price could be accomplished while preventing carbon leakage.

The data cover both actual progress during the years 1990 to 2003 and projected progress to the year 2010. The latest projections for 2010 show that existing domestic policies and measures by the EU-15 member states will not be sufficient to reach its Kyoto targets. However, this could be achieved with additional policies and measures currently being planned and the use of credits from emissions-saving projects in third countries through the Kyoto Protocol's "flexible mechanisms". All ten new EU Member States are on track to achieve their individual Kyoto targets.

The fourth assessment report of the Intergovernmental Panel on Climate Change (IPCC), released in 2007, confirmedthat climate change is on eof the most serious threats to international security and the well-being of human kind. At the European level, climate change has become a major agenda item regularly discussed by the European Council. Internationally, the issue has become one of "high politics". Since 2005, it has been a top priority of the G-8 Summits, and both the UN Security Council and the UN General Assembly have placed it high on their agendas. World leaders are rallying to achieve a new global deal to combat global warming under the UN Framework Convention on Climate Change. Overall, there is hardly any high-level political encounter in which the issue is not discussed. The European Union as established itself as the most ptrominent international leader on the issue. It has been one of the most fervent supporters of the UN Framework Convention on Climate Change and its Kyoto Protocol, striving to sustain its leadership in the efforts to reach a new global agreement post-2012. The EU has also increasingly underpinned its international leadership position with domestic action. Most prominently, it introduced a greenhouse gas emissions trading scheme in 2005. The Period 2007-2008 saw a major overhaul and leap forward in the development of a renewed EU framework of policy and legislation to address climate change. Most importantly, the new EU climate policies include a set of legislative acts adopted in early 2009 and known as the "climate and energy package" that is designed to acheve the EU's target of reducing greenhouse gas emissions by 20% and increasing the share of renewable energies to 20% by 2020. This volume provides a timely overview and assessment of the development of the new EU climate policies with a focus on the new climate and energy package. Are EU climate policies sufficient to meet the environmental, economic and political challenge posed by global climate change? How do international and domestic climate poliies of the EU intereact and are they mutually supportive? What are the prospects for the EU keeping its international leadership in the face of a more engaged US and increasingly assertive emerging economies?
