Book excerpt: This note seeks to provide an initial analysis of the strengths and weaknesses of the European Commission's Impact Assessment accompanying the proposal for a Regulation of the European Parliament and of the Council on the Fund for European Aid to the Most Deprived. The EU, in its Europe 2020 Strategy, has set itself the objective of reducing the number of people at risk of poverty or social exclusion by at least 20 million by 2020. However, in practice, there is a growing need for material assistance to the most deprived. According to the Impact Assessment provided by the Commission, about 40 million EU citizens cannot afford a number of essential necessities to live a decent life, experiencing conditions of severe material deprivation. In 2010, 8,7% of the European population was unable to access appropriate quantities and quality of food. Homelessness is a particular form of material deprivation, which is increasing. Estimations show that 4.1 million people were homeless in Europe between 2009-2010. In addition, a new profile of homelessness emerges, such as families with children, young people and people with a migrant background. Children and young adults are arguably more hit by the crisis than other age groups (IA summary, p.4).

Book excerpt: The European Union has provided food aid to those who are most in need for over a quarter of a century. This support has evolved over the years, from the EU Food Distribution programme for the Most Deprived Persons (MDP) launched in 1987, to the Fund for European Aid to the Most Deprived (FEAD) 2014-2020, which extended support to include basic material goods and social inclusion measures. EU support to the most deprived has evolved in the post-2020 period of EU funding. From 2021, FEAD measures are continuing as part of the European Social Fund Plus (ESF+), which has introduced more flexibility to the provision of food and basic material assistance by allowing the use of vouchers in the delivery process. It is in this context that this study on e-vouchers for the most deprived has been undertaken. The study provides in-depth evidence on the operation of existing e-voucher schemes in EU Member States, and analysis on the feasibility of support of such schemes by the ESF+. The aim of this research is to support the European Commission, national policymakers and organisations designing and implementing voucher schemes to better understand how these schemes operate, the challenges and benefits they pose in providing effective support to those in need, and their compatibility with the ESF+ regulatory framework.

Book excerpt: In spite of the overall wealth of the European Union, almost one in four Europeans is still at risk of poverty or social exclusion. The fight against poverty and social exclusion is at the heart of the Union’s 'Europe 2020' strategy. The Commission devotes €3.8 billion through the Fund for European Aid to the Most Deprived (FEAD) for the period 2014-2020. The FEAD aim is to alleviate the forms of extreme poverty, with the greatest social exclusion impact, such as homelessness, child poverty and food deprivation. We assessed whether the FEAD was designed to be an effective tool to achieve this goal. We found that the FEAD has been well embedded in the social policy framework. Moreover, it contributes to Member States’ approaches in alleviating poverty. It further contains innovative social inclusion measures. However, we found that the Fund remains essentially a food support scheme and does not always target to the most extreme forms of poverty in Member States. Finally, we could not establish its contribution to reducing poverty because of incomplete monitoring.
