Arguing that citizenship must be explored from a perspective that takes this continual change into account, Antje Wiener develops the concept of citizenship practice; the process of policymaking and/or political participation which contributes to creating the terms of citizenship. The approach draws on both comparative social, historical literature on the state and the new historical institutionalism in European integration theories. “European” Citizenship Practice advances a discursive analysis of citizenship practice based on these related bodies of literature, which lie at the heart of this important contribution to citizenship studies.

Scholars have often addressed these models from separate disciplinary standpoints. National citizenship has been studied through the prism of citizenship studies and EU citizenship from an EU studies viewpoint. To contribute to their ongoing discussion and offer a politically embedded perspective, Siklodi applies the citizenship studies lens to the analysis of EU-wide survey data and original focus group evidence of young and highly educated EU mobiles and stayers in Sweden and Britain. Specifically, she investigates political community building processes, including processes of differentiation and exclusion, and the dimensions of citizenship – identity, rights and participation – at the national and EU levels. Siklodi proposes a redefinition of the active/passive citizen dichotomy in terms of mobiles/stayers to provide a more accurate description of contemporary citizen attitudes and behaviours across the European community.

Book excerpt: The modern liberal idea of citizenship is constructed by a fixed notion of identity which gains meaning through a number of binary oppositions, such as we/ they, citizen/ foreigner, self/ other and so forth. Defined by these binaries, where the first term is perceived as dominant because it is considered to be derived from reason, the fixed notion of identity inevitably produces exclusion and marginalization. Importantly, the postmodern concept of citizenship stems from a critique of these essentialist and universalist conceptions of identity. Exploring European identity and European citizenship from a philosophical perspective, this book reveals the discursive construction of these two concepts whilst at the same time attempting to define them as either modernist or postmodernist categories. Dr. Ivic takes a hermeneutic approach in her interpretation of European citizenship and identity through a close reading of European treaties and other official documents. Through her detailed analysis, Dr. Ivic is able to present the reader with well-informed and concrete examples of modern and postmodern concepts of identity within Europe. Moreover, this book explores the impact that contemporary issues such as Brexit, the migration crisis in Europe, and the proliferation of nationalist discourses, have on European citizenship and identity. Where existing research literature has failed, this book offers a dynamic and textual analysis of citizenship that takes into account the complex philosophical, legal, political and theoretical background of Europe. From the 2001 Laeken Summit to the 2009 Lisbon Treaty and beyond EU leaders have repeatedly set out to bring citizens closer to EU governance by making it more democratic and effective yet several national ratification referendums have shown that publics are divided about whether and why to endorse or veto complex EU reform packages imposed from the top down. Despite these limitations people do effectively engage in the making of a European polity. By initiating national court proceedings active citizens are promoting fundamental European rights in Member States' practices. As party members they contribute to shaping mass media communication about, and national publics' understanding of, European political alternatives. As civil society activists citizens help build social networks for contesting certain EU reforms or advocating others. Last but not least, as voters in national and European elections they choose between competing party visions, and national parliamentary stances regarding the role of democratic citizenship. This original contribution to the debate about democratic citizenship vis-à-vis the challenges of economic globalization and European political integration presents critical explorations of different fields of direct, representative, participatory and deliberative democratic citizenship practices that affect the transformation of Europe.

Such options raise the theoretical question of how to conceive citizenship in a transnationalizing world. Since the idea of European citizenship cannot escape the problem of defining who is a European citizen and who is not, the theoretical problem is tackled by defining the collective bonds of European citizens beyond primordial or traditional bonds that have dominated European history.

This book sits at the intersection of three main interrelated themes - EU citizenship, the current state of the university in Europe, and student mobility - as they play out in the context of an EU funded programme established not least to promote European identity, European consciousness and European citizenship. Exploring through interviews with students from many countries, this book weaves together the themes of citizenship creation as a device for building a nation and a polity, the university as a public space in the era of the marketization of higher education, and communicative interaction as the mechanism by which citizenship is created. Ultimately it asks if the building bricks of national citizenship can be transposed to the transnational scale, and assist in creating the transnational, EU citizenship. It finds, surprisingly, that far from encouraging and facilitating the communicative interaction on which the development of EU citizenship was postulated, central features of the Erasmus Programme inadvertently work against this outcome. This book will be of key interest to scholars and students of EU law and European and EU studies, Citizenship Studies, sociology, and more broadly to higher education in general.
