It is intended as a fundamental research tool, collecting together travel writings within each national/linguistic tradition, and enabling comparative analysis of such material. It fills an important gap in the existing reference literature, both in western and east European languages, and will be of use to those working in the growing fields of comparative travel writing, regional and national identities, and postcolonialism. These texts exist in surprisingly large numbers, and include writings of high literary quality as well as of historical interest, but they have been relatively little studied as a genre. Much of this material is rare and difficult to find, even in national libraries. As a result, there are few bibliographical surveys of the literature of east European travel and self-representation, and none that are region-wide or comparative in scope. The 1905 Revolution was one of the few bottom-up political transformations and general democratizations in Polish history. It was a popular rebellion fostering political participation of the working class. The infringement of previously carefully guarded limits of the public sphere triggered a powerful conservative reaction among the commercial and landed elites, and frightened the intelligentsia. Polish nationalists promised to eliminate the revolutionary “anarchy” and gave meaning to the sense of disappointment after the revolution. This study considers the 1905 Revolution as a tipping point for the ongoing developments of the public sphere. It addresses the question of Polish socialism, nationalism, and antisemitism. It demonstrates the difficulties in using the class cleavage for democratic politics in a conflict-ridden, multiethnic polity striving for an irredentist self-assertion against the imperial power.

Book excerpt: Joseph Rothschild Book Prize Honorable Mention Strategic Frames analyzes minority policies in Estonia and Latvia following their independence from the Soviet Union. It weighs the powerful influence of both Europe and Russia on their policy choices, and how this intersected with the costs and benefits of policy changes for the politicians in each state. Prior to EU accession, policymakers were slow to adopt minority-friendly policies for ethnic Russians despite mandates from the European Union. These initiatives faced majority opposition, and politicians sought to maintain the status quo and their positions. As Jennie L. Schulze reveals, despite the credit given to the democratizing influence of European institutions, they have rarely produced significant policy changes alone, and then only when domestic constraints were low. Whenever domestic opposition was high, Russian frames were crucial for the passage of reforms. In these cases, Russia’s activism on behalf of Russian speakers reinforced European frames, providing powerful justifications for reform. Schulze’s attention to both the strategic framing and counter framing of external actors explains the controversies, delays, and suboptimal outcomes surrounding the passage of “conditional” amendments in both cases, as well as the local political climate postaccession. Strategic Frames offers a significant reference on recent developments in two former Soviet states and the rapidly evolving spheres of political influence in the postindependence era that will serve students, scholars, and policymakers alike.

Book excerpt: Form and Instability: Eastern Europe, Literature, and Post-Imperial Difference busies itself with the work of accounting for this discrepancy between ostensible historical change and the persistence of anachronistic ways of thinking, a discrepancy that remains unaddressed and eludes attention; and it goes on to propose that literature—not simply as an archive of representations or a source of cultural capital but as a critical perspective in its own right—offers a way to apprehend and to redress this problem.Historical situations such as the post-1989 transitions to capitalism and liberal democracy, as well as the “Eastern” enlargement of the E.U., not only entail empirical change; they also call for and provoke intense renegotiations of cultural values and analytical concepts. Through rhetoric, reading, and translation—terms central to this book—literature will be seen to expedite and redirect such re-arrangements. It will be shown to destabilize discursively fixed categories without imposing, in turn, its own fixity. Located at the intersection of comparative literature, area studies, and literary theory, this interdisciplinary study has a twofold commitment: to Eastern Europe on the one hand and to literature on the other. It aims to intervene in the way we conceive of Eastern Europe by seeking to develop a more equitable way of thinking, one that avoids subordinating it to Eurocentric narratives of progress. At the same time, it marshals literature as both object and method of this rethinking, in order to extend existing conceptions of the usefulness and of the proper organization of literary studies. Book excerpt: While there are still occasional uses of it today, the term "Central Europe" carries little of the charge that it did in the 1980s and early 1990s, and as a political and intellectual project it has receded from the horizon. Proponents of a distinct cultural profile of these countries—all involved now in the process of Transatlantic integration—used "Central European", as a contestation with the geo-political label of Eastern Europe. This book discusses the transnational set of practices connecting journals with other media in the mid-1980s, disseminating the idea of Central Europe simultaneously in East and West. A range of new methodologies, including GIS-mapping visualization, is used, repositing the political-cultural journal as one central node of a much larger cultural system. What has happened to the liberal humanist philosophy that "Central Europe" once evoked? In the early years of the transition era, the liberal humanist perspective shared by Havel, Konrád, Kundera, and Michnik was quickly replaced by an economic liberalism that evolved into neoliberal policies and practices. The author follows the trajectories of the concept into the present day, reading its material and intellectual traces in the postcommunist landscape. She explores how the current use of transnational, web-based media follows the logic and practice of an earlier, 'dissident' generation of writers.

Book excerpt: This monograph is about an exciting episode in the intellectual history of Europe: the vigorous debate among leading Polish historians on the sources of the economic development and non-development, including the origins of economic divisions within Europe. The work covers nearly fifty years of this debate between the publication of two pivotal works in 1947 and 1994. Anna Sosnowska provides an insightful interpretation of how local and generational experience shaped the notions of post-1945 Polish historians about Eastern European backwardness, and how their debate influenced Western historical sociology, social theories of development and dependency in peripheral areas, and the image of Eastern Europe in Western, Marxist-inspired social science. Although created under the adverse conditions of state socialism and censorship, this body of scholarship had an important repercussion in international social science of the post-war period, contributing an emphasis on international comparisons, as well as a stress on social theory and explanations. Sosnowska's analysis also helps to understand current differences that lead to conflicts between Europe's richest and economically most developed core and its southern and eastern peripheries. The historians she studies also investigated analogies between paths in Eastern Europe and regions of West Africa, Latin America and East Asia.
