Book excerpt: In 2005 the European Commission and the Turkish government started their investigation of the adaptation of Turkish legislation to European law. But public opinion remains sceptical and a thorough discussion among European and Turkish proponents is still needed. Apart from the many beliefs, ideals and prognoses that circulate about the past and future of Europe as well as Turkey, the negotiations continue and different scenarios and time-frames are being developed. In the end, it is the question of the otherness of Turkey to Europe that constitutes the core of the discussion and may offer the start of an answer. To put forward the arguments for and against Turkish accession to the European Union, the University Centre Saint-Ignatius Antwerp organised a two-day academic workshop held in June 2006 in Antwerp. This publication gathers together the opinions of Turkish and European scholars and diplomats about the socio-economic, cultural-religious and political arguments being used in the discussion.

The current unrest and rioting in Istanbul along with the censorship of certain media like the internet-based social networking service Twitter by the administration of Recep Tayyip Erdogan added its share to the futility of an acceleration to the process of Turkeys integration in the European Union. After the visit of the German President Joachim Gauck, a number of German politicians pointed out, that Turkey under its current government is not going to become a member state of the EU. One could argue that the current situation in Turkey makes it indeed uneasy to imagine it to become a stable member that fulfills the rules of accession. However, Turkey was granted the rank of a potential member of the European Union almost fifteen years ago. Since then, the opposition against it didn't only rally in Germany. In this essay the author examines the major reasons for the resistance among the French people to Turkeys integration.

This is of course not to say that the other minorities' persecution is of lesser significance, but this thesis will focus on the Syriacs, in order to give those a voice, who were almost completely unheard up to now. In the course of the following chapters it will be argued that Turkey has to come to terms with its past - which necessarily has to include recognizing the genocide - if it wants to become a member of the European Union and that it is up to the EU to make that topic a priority. The accession talks, if conducted in the right way, could offer a unique possibility to bring along a long-overdue change in Turkey's human rights policy. Past events have shown that there is potential for improvement. However, to achieve this, certain facts have to be addressed; ignoring them would be to the detriment of all. However, there are some weaknesses that Turkey faces (focus on 'hard' rather than 'soft' power, military is in the process of modernizing, underestimated role in peace keeping operations), Turkey's contribution to ESDP is too significant (strong involvement in the missions) and will give more benefits than costs. Furthermore, Turkish accession to the EU would transform strategic challenges of ESDP.51 Only five of twenty ESDP peace keeping operations have been of a military nature, which mostly has been held by NATO or UN. "When it comes to much bigger military issues, the EU avoids taking strategic responsibility and still depends on the NATO to do its 'dirty work'"52. Therefore military stronger EU would give NATO and UN credit that EU is also responsible in the field of crisis management. Such win-win situation would exempt US Secretary's of State Madeleine Albright's the "3 D's" 1) decoupling of ESDP from NATO, 2) duplication of capabilities, 3) discrimination of non-EU NATO members.53 Turkey would also play role of agent between EU and NATO and "parties involved will benefit from threelevel game"54 (EU-Turkey-NATO). Therefore it is advantageous and beneficial not only for Turkey, but also for the EU and the NATO as well.55 Finally, last week Enlargement Commissioner Olli Rehn once more showed that EU would not allow Turkey 'cruise control' on accession.56 Therefore Turkey-EU relations should balance the contributions and benefits of such partnership and show that both partners can be producers and consumers of security and experience of defence. While Brussels was able to influence Turkish domestic and foreign policy with instruments of conditionality, reform-oriented currents in Ankara gratefully used this external pressure to modernize the country. But at some point, any enlargement process has to set deadlines, enforce conditions, and draw consequences. Therefore, the start of accession talks represented a positive development in so far as it gave a new stimulus to a process that had started slowing down. However, in November 2006, after Turkey had refused to open its ports and airspace to the Republic of Cyprus, EU-Turkey relations once again deteriorated significantly, leading to Enlargement Commissioner Olli Rehn's much-quoted statement of a "train crash" scenario. Apart from the Cyprus issue, other developments such as the slowing pace of domestic reforms, the signs of rising of both nationalism and political Islam, and the declining public support for EU membership in Turkey itself (now less than 40%) as well as abroad reconfirm that relations between the two are going through a tumultuous phase - which is unlikely to change for the better soon, given that presidential and parliamentary elections are taking place in Turkey in 2007.
