Despite the profound effect alliances have on the course of international politics, many gaps remain in our understanding of their formation, continuance, and cohesion. In this book, Patricia Weitsman introduces a comprehensive theory that unifies current ideas about alliances and examines the relationship between threat and alliance politics under conditions of both war and peace. Examining military alliances before and during World War I, Weitsman provides a new interpretation of the politics of the great powers of this period. She reveals that states frequently form alliances to keep peace among the allied countries, not simply to counter shared external threats. Though alliances may be perceived by others to present a unified and threatening front, countries often face significant threats from within their own alliances. It is this paradox that underscores Weitsman's theory: although alliances are frequently forged to sustain peace, they may, in fact, increase the prospects of war.

Book excerpt: This book explores the transformation of the American-led alliances, as well as of US allies’ responses to potential American disengagement from regional security amid the rising Russian and Chinese threats. The post-Cold War international order has led to three challenges for the West. The first challenge was the ending of the Cold War, which had served as the fundamental rationale of the US-centred alliance systems in both Europe and Asia. The second challenge was that while the fear of US disengagement in the post-Cold War era was initially about its political willingness, the relative decline of the US has gradually turned the question into that of capability. And the third challenge is that for the first time since very long, a war in which one of the great (nuclear) powers is involved takes place on European territory. In Europe, the immediate consequence of the war has been a strengthening of NATO. In Asia and the Indo-Pacific, regional reactions to the war have been much more muted, for the division between “friends and foes” remains less clear-cut than in Europe. The chapters in this volume bridge the dynamics in the European and Asian theatres and provide a comparative framework for examining security alignments amid the shifting strategic context of the Indo-Pacific. With 4 new chapters and a revised Introduction, this book will be of great interest to students and researchers of Politics and International Relations, Asian and European studies. Edelstein analyzes past rising powers in his search for answers that point the way forward for the United States as it strives to maintain control over its competitors. Edelstein focuses on the time horizons of political leaders and the effects of long-term uncertainty on decision-making. He notes how state leaders tend to procrastinate when dealing with long-term threats, hoping instead to profit from short-term cooperation, and are reluctant to act precipitously in an uncertain environment. To test his novel theory, Edelstein uses lessons learned from history’s great powers: late nineteenth-century Germany, the United States at the turn of the twentieth century, interwar Germany, and the Soviet Union at the origins of the Cold War. Over the Horizon demonstrates that cooperation between declining and rising powers is more common than we might think, although declining states may later regret having given upstarts time to mature into true threats.

Book excerpt: When seeking the origins of World War I, the chain of events in the late nineteenth century that led to the breakdown of relations between Austria-Hungary and Serbia and facilitated the rise of an aggressive Serbian nationalism needs to be understood. This book focuses on the hitherto unexplored Hungarian influence on the Habsburg Monarchy's policy toward Serbia after the 1867 Ausgleich, and it argues that this early period was critical in shaping policy after 1871, down to the imposition on Serbia in 1881 of a system of economic and political control.The Ausgleich, the Austro-Hungarian compromise that reconstituted the Empire as a dual monarchy, gave Hungary a limited voice in foreign affairs; and it was at the request of the Hungarian premier, Count Gyula Andrássy, that the young politician Benjámin Kállay was appointed representative at Belgrade in 1868. Both men were obsessed with the threat posed by Russia and particularly concerned that Serbia might be used as a stalking horse for Russian influence among the Monarchy's South Slavs. They pursued a shadow policy designed to draw Serbia firmly into the Monarchy's sphere of influence, which contradicted that of the foreign minister, Count Beust, and resulted in a serious deterioration in relations with Serbia by 1871. After 1871 Andrássy, as foreign minister, laid the foundations for a more explicit control of Serbia; Kállay, as a senior diplomat, negotiated the treaties that, by 1881, locked Serbia into satellite status for a generation. Through detailed archival research in multiple languages and a painstaking reconstruction of diplomatic events, Armour illuminates a crucial period in Central European history, showing how the origins of a war that claimed millions of lives can be traced to political maneuverings almost fifty years before.
