Success lay partly on vigilance and partly on the large heavy mechanized and armored divisions, which were suited for intensive combat in Central Europe. That era has passed, unlikely to be replicated again. To its credit, the Alliance recognized this change and began adapting almost immediately. In this monograph, Dr. Andrew Dorman briefly examines the European response to the changing security environment and the opportunities presented by the European Security and Defense Policy Expeditionary Force. As he correctly observes, the establishment of a European expeditionary force will be no easy matter, will require substantial investment, and will take years to complete. However, it is the right course for Europe to take. The European Union (EU) cannot manage emerging security issues using Cold War legacy forces because they are too ponderous to deploy.

Book excerpt: As has North Atlantic Treaty Organization (NATO), the European Union (EU) is adapting to the changing regional and global security environment in the wake of the Cold War. Almost immediately, Europe began to recognize that it could not barricade itself from the world and live off the peace dividend while instability rampaged along its border. The existing European security organizations (Organization for Security Cooperation in Europe [OSCE], Western European Union [WEU]) were ill-suited to deal with the host of new challenges, and as the Balkans conflicts revealed, the European contribution to NATO had fallen woefully behind. European relevance in the security arena required the EU to develop an expeditionary force capability. After nearly a decade of evolution, the concept of a European expeditionary force developed and formed the centerpiece of the European Security and Defense Policy (ESDP) generated during the 1999 EU Helsinki Summit. Primarily intended for the Petersberg Tasks- humanitarian and rescue, peacekeeping, and use of combat forces in crisis management including peacemaking-the expeditionary force shall comprise 50,000 to 60,000 troops, with an additional 140,000 troops in support of extended operations. A 5,000-strong police contingent shall supplement the force by providing crisis management expertise. To wean Europe from the United States, the EU will procure sufficient air- and sealift (and sharing of airframes within the EU under the Air Transport and Air Refuelling Exchange of Services (ATARES) agreement; logistics; Command, Control, Communications, Computers, Information, Surveillance, and Reconnaissance (C4ISR); and combat support to provide it with the capability to deploy the force within 60 days and sustain it for a year.

Book excerpt: Since the Cold War, the United States and United Kingdom (UK) armed services have undergone significant transformation in response to the radically altered threat environment, new operational demands, and reduced defense budgets. Central to this transformation in both states is an expanded role for private contractors in providing deployed support functions traditionally conducted by uniformed personnel. Despite the similar direction of military reform, the U.S. armed services' approach to battlefield outsourcing has undergone extensive public scrutiny and debate, whereas UK Ministry of Defence (MoD) initiatives have hitherto attracted comparatively little independent assessment. Close U.S.-UK military cooperation over recent years in Afghanistan and Iraq, and the likelihood that both states will remain close allies in future interventions, suggest that the UK MoD's approach to deployed contractor support is a salient issue for U.S. military planners. This monograph analyzes the MoD's outsourcing strategy and identifies those aspects of UK policy and doctrine that warrant consideration by the Department of Defense (DoD) and U.S. armed services. Evaluation of the performance of MoD outsourcing policy and doctrine against measures of cost effectiveness and operational effectiveness reveals two broad observations. The MoD has developed a number of novel command and control mechanisms that have succeeded in rationalizing and removing the risk in commercial battlefield support. But the data necessary to evaluate the real impact of deployed outsourcing have yet to enter the public domain. Similarly, questions remain about the relative cost-effectiveness of organic military provision and contractor alternatives. Comparative analysis indicates that there are no fundamental differences in overarching MoD and DoD outsourcing philosophy, but there are specific MoD initiatives that could enhance the U.S. armed services' ability to manage their deployed contractor support. 7.

NATO's enduring deficiencies and their detrimental effect on military capabilities are examined. The decade following the end of the Cold War has revealed a far different world than envisioned. As the United States ruefully discovered, the reduced threat did not diminish security obligations. NATO's European members hoped otherwise and paid insufficient attention to military capabilities. NATO enlargement exacerbates the existing problems. NATO's integrated military structure does not easily accommodate the new members, which still suffer from the effects of the Soviet system. Simply put, their nascent market economies and unsophisticated militaries represent great obstacles to NATO interoperability. Establishment of integrated multinational divisions as a solution to NATO's salient problems is explored. Streamlining the Alliance to a single active corps of ten divisions and the establishment of a robust logistical supply group permits greater utility of limited manpower and equipment. Under this structure, all Alliance members can focus modernization on select units and become active participants in all NATO operations. This bold approach creates challenges for the Alliance, but the tremendous benefits outweigh the short-term risks. To remain relevant, the Alliance must seek innovations. Otherwise, it will become a Cold War relic.
