The contributors of this volume take the dynamic interaction between law, politics and society as a starting point to think critically about recent developments and future innovations in European integration and EU studies. The book provides an overview of key events between 2000 and 2002 in the European Union, while illuminating how these institutional (formal legal) developments impact ordinary individuals and EU politics. For example, the European Convention with the possibility of an EU constitution is viewed not only as a new institutional development, but we examine what impact the creation of judicially enforceable rights has for Europeans and European integration. How does the opportunity for new rights claims alter the balance of power between individuals and EU organizations, such as the European Court of Justice, vis à vis national governments in EU policy expansion? Importantly, the volume also seeks to provide a unique and interdisciplinary approach to studying the European Union by bringing together both legal scholars and political scientists. Chapter contributors offer readers both sophisticated theoretical and empirical accounts of these new developments. Issues such as enlargement, immigration reform, and monetary union require not only a precise understanding of an increasingly complex set of formal legal rules (the domain of legal scholars), but equally important are the effects on ordinary citizens and political participation (the very power struggles that concern political scientists). This volume seeks to integrate these two approaches, not only by including the scholarship in a single volume, but by asking individual contributors to think outside their respective disciplines. The division between the legal and political, as many would argue, is often both artificial and unproductive. Our volume seeks to bridge this divide.

This sixth publication in the History of Youth Work in Europe project based on the workshop held in Malta – Connections, Disconnections and Reconnections: The Social Dimension of Youth Work, in History and Today – looks at the relationship between youth work and social work and the role youth work can play in the social inclusion of young people. Contributors have reflected on concepts, tools and support measures for more vulnerable and often socially excluded young people and have sought to promote a common understanding of youth work as a social practice. The workshop that led to this book sought to understand where youth work has positioned itself from its origins, through its development, to its contemporary identity. Is youth work as much a social practice as a non-formal educational one? Where does the balance between these two dimensions lie? Book excerpt: In recent times Article 6 of the European Convention on Human Rights, which protects the right to a fair trial has been increasingly raised by applicants who allege its breach in proceedings involving criminal or quasi-criminal charges. The extensive case law emanating from Strasburg that has thus been spawned has resulted in the formulation of detailed rules dictating the content of the guarantees afforded by Article 6. Indeed, a pan-European procedural standard for accused persons is beginning to emerge. This book is the first to make an in-depth analysis of the case law, and goes on to compare the European Convention cases with decisions which have arisen from the interpretation of other international instruments. The author's careful, meticulous research reveals that Article 6 has been interpreted in such a way that the standards required for proceedings designated under national law as criminal, are different than the standards applied to disciplinary and other administrative proceedings.
