Book excerpt: This book connects the scholarly discussions on 'security' and 'resilience', by examining the various definitions and meanings of the terms in the EU's Eastern Partnership (EaP) policy, and in what ways the EU has attempted to define the relationship between security and resilience in its official rhetoric and in policy practice. The Russian invasion of Ukraine in February 2022 has largely been viewed as an extraordinary resilience test for the EU. The war has unleashed multiple crises ranging from security and asylum to energy and the economy, in turn raising questions not only on how the EU can ensure the resilience of its eastern partners, but also questions existential to the EU, such as institutional and policy reform, further EU enlargement and the EU's role in a rapidly changing global context of polarisation and fragmentation. The chapters in this edited volume draw on a diversity of original conceptual and theoretical frameworks that are combined with an empirical analysis of often overlooked dimensions of EU’s policy towards the EaP countries, drawing on the original data collected by the authors, including the semi-structured interviews. In light of the aforementioned challenges, the chapters to this book have only increased in relevance, pointing to pathways and opportunities for the EU to strengthen the resilience of its eastern partners and its own resilience in the future, and inviting policy-makers and scholars to reflect on potential pitfalls, contradictions and limitations of EU resilience-building. This book will be beneficial to students, scholars and academics interested in European Studies, Politics and International Security. Book excerpt: Regulatory reforms in the EU’s Eastern neighbourhood countries are not as sluggish as often perceived. Rule enforcement is happening despite the presence of domestic veto players who favour the status quo, the lack of EU membership perspective and the presence of Russia as an alternative governance provider. Using Ukraine as a primary case study, this book examines why convergence with transnational market rules varies across different policy sectors within the Eastern neighbourhood countries. It analyzes the drivers of regulatory change and explores the conditions under which post-Soviet economies integrate with international markets. In doing so, it argues that the impetus for regulatory change in the Eastern neighbourhood lies in specific strategies of domestic empowerment applied by external actors. Furthermore, through the study of the impact of Western and Russian transnational actors, the book concludes that Russia’s presence does not necessarily hinder the integration of the EU’s Eastern neighbours with international markets. Instead, Russia both weakens and strengthens domestic support for convergence with transnational market rules in the region. This book will be of key interest to students and scholars of European/EU studies and international relations, especially in the areas of regulatory politics, transnational governance, public policy, and post-Soviet transitions.

But now, given its own policies of national development, Russia appears to have ‘limits to integration’. Today, much European political discourse again evokes East/West civilisational divides and antagonistic geopolitical interests in EU-Russia relations. This book provides a carefully researched and timely analysis of this complex relationship and examines whether this turn in public debate corresponds to local-level experience – particularly in border areas where the European Union and Russian Federation meet. This multidisciplinary book - covering geopolitics, international relations, political economy and human geography - argues that the concept ‘limits to integration’ has its roots in geopolitical reasoning; it examines how Russian regional actors have adapted to the challenges of simultaneous internal and external integration, and what kind of strategies they have developed in order to meet the pressures coming across the border and from the federal centre. It analyses the reconstitution of Northwest Russia as an economic, social and political space, and the role cross-border interaction has had in this process.
