Moreover, since domestic and European politics – including in foreign policy – are now so interlinked and entwined, the strategic decisions taken by key actors operating at one or both of these levels can influence the supranational and national context, as well as a member state's room for manoeuvre with third countries. In light of all this, reflecting on the influence of populist politicians on foreign policy issues at national and EU level is now of utmost importance.

Figures like Edward Snowden, Julian Assange, and Chelsea Manning acted in ways that disrupted power, revealing truths that those in power wanted to keep hidden. They are thorns in the side of power, troublemakers in the eyes of the powerful, though their actions may be valuable and lead to positive changes. In this important new book, Dieter Thomä examines the crucial but often overlooked function of these figures on the margins of society, developing a philosophy of troublemakers from the seventeenth century to the present day. Thomä takes as his starting point Hobbes’s idea of the puer robustus (literally “stout boy”), meaning a figure who rebels against order and authority. While Hobbes saw the puer robustus as a threat, he also recognized the potential, in the right conditions, for figures to rise up and become agents of positive change. Building on this notion, Thomä provides a rich survey of intellectuals who have been inspired by this idea over the past 300 years, from Rousseau, Diderot, Schiller, Victor Hugo, Marx, and Freud to Carl Schmitt, Leo Strauss, and Horkheimer, right up to the recent work of Badiou and Agamben. In doing so, he develops a typology of the puer robustus and a means by which we can evaluate and assess the troublemakers of our own times. Thomä shows that troublemakers are an inescapable part of modernity, for as soon as social and political boundaries are defined, there will always be figures challenging them from the margins. This book will be of great interest not only to students and scholars in the humanities and social sciences but to anyone seeking to understand the crucial impact of these liminal figures on our world today.

That historic juncture brought into question the North Atlantic Treaty Organization, which has served Alliance members so well since its founding in 1949. It also brought into question the rationale for America s continued deep involvement in European security affairs. With the gradual realization that the Russian menace is essentially dead, at least for the next 10 to 15 years and perhaps longer, and with NATO s missions having evolved well beyond the original purpose of territorial defense, debate on both sides of the Atlantic has begun to intensify concerning the vital issue of where NATO should be headed and America s relation to the Alliance. To bring an array of informed voices to the debate, four institutions--the Office of the Assistant Vice Chief of Staff of the U.S. Army, the Strategic Studies Institute of the U.S. Army War College, the Irving B. Harris Graduate School of Public Policy Studies of the University of Chicago, and the Program on International Security Policy at the University of Chicago--joined hands to sponsor a symposium titled The Future of U.S. Military Presence in Europe, held at the University of Chicago on August 4, 1999. The present book is an outgrowth of this symposium. It is not designed to set forth a literal record of words and events in the mold of the traditional symposium proceedings, but rather is organized as an anthology of individual chapters complemented by selected questions, answers, and comments by symposium participants and attendees.

Looking at the epistemic dimension of crises, it suggests that the way in which a crisis is framed and contested determines its potential impact on the level of politicisation of European integration. Europe is more challenged and contested today than it has even been, facing crisis of an almost existential kind. Yet, political crises are manufactured and narrated, so Europe has the possibility to intervene and ‘bring about her recovery’, instead of letting these crises prove terminal. This book explores the political process in and through which certain events come to be framed as constitutive of a moment that requires a decisive intervention. It shows that crises require a double framing: a situation needs to be identified as one of crisis in the first place and, subsequently, the nature and character of the crisis need to be specified. By examining a wide range of policy areas, the book demonstrates that framing of crises, i.e., identifying one situation both as a crisis and a crisis of a particular kind, contributes to the politicisation (or depoliticisation) of the process of European integration. The chapters in this book were originally published as special issue of Journal of European Integration.
