Book Europe s Global Gateway

Download or read book Europe s Global Gateway written by Mark Furness and published by . This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The proposal by the European Union (EU) to build a "Global Gateway" to the world is potentially an important juncture in EU foreign relations. Since its official launch in December 2021, most attention has been put on the initiative's geostrategic implications and whether the EU can compete with China. Less attention has been paid to the Global Gateway's implications for EU development policy in terms of strategic objectives, decision-making, thematic focus and financing. Two aspects are important in this regard. The first is whether the Global Gateway is a serious proposal that can deliver on its headline promises to massively increase European infrastructure financing in developing countries, provide partners with an alternative economic and political model to that being offered by China, and make a meaningful contribution to their efforts to realise the 2030 Agenda. The EU's announcement that the Global Gateway will generate up to EUR 300 billion in investment by 2027 grabbed headlines, many of them sceptical. There is, however, no reason to doubt that the initiative will be adequately financed. Although the planning for the EU's international aid budget for 2021-2027 has mostly been completed, a significant proportion remains flexible and could be spent on Global Gateway projects. As for the EU's implementing capacity, the Gateway's financial toolbox draws on the EU's recent experiences with the Juncker Investment Plan and the External Investment Plan, which have both been utilised by development banks and private investors. The second aspect is whether the Global Gateway heralds a change in the EU's motivations, objectives and modalities for cooperation with developing countries and regions. On the surface, the Global Gateway does not seem to change much. There are many thematic overlaps with existing strategic frameworks for engaging with Africa and the EU's Neighbourhood. There is even a sense that the Global Gateway turns back the clock to the days when the EU focussed aid spending on infrastructure and emphasised its "political neutrality". The geopolitical context in which the EU finds itself is, however, being transformed by pandemic, wars and multipolarity. The impacts of epochal events such as the Covid-19 pandemic and Russia's invasion of Ukraine are still playing out. The Global Gateway signals a major adjustment in the EU's response to these transformations, particularly regarding its engagement with the "Global South". This will create a new paradigm for EU development policy, defined by strategic interests. It is likely that the new geostrategic framework will weaken the EU's commitment to, and observance of, core development policy principles, especially the focus on poverty, partner country ownership, open governance and the "do no harm" principle. The Global Gateway's use of aid to catalyse commercial investment risks further instrumentalising EU development policy. Specific measures are therefore needed to safeguard and promote the principles that the EU and its member states have committed themselves to.

Book An EU Global Gateway to What

Download or read book An EU Global Gateway to What written by Fanny Sauvignon and published by . This book was released on 2023 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: What is Global Gateway’s unique offer? How does it beat the competition? Why is Global Gateway a values-based offer and what does this entail in practical terms? Amid criticism and comparisons, the EU’s Global Gateway deserves scrutiny and effort to define its purpose and added value, both within and outside the EU.Initially designed as a foreign policy strategy, Global Gateway has not been put to its intended use. Instead, the first two years of implementation have highlighted conceptual and structural challenges that fall short of the EU’s international needs and ambitions. Up to now, it has focused on delivery, namely Team Europe, flagship projects, and investment packages. The EU’s projected power and credibility with its international partners is at stake. However, trusted and resilient connectivity links are difficult to build without putting the foreign policy versus development debate to rest. Differentiating the EU’s offer from its competitors and addressing dwindling credibility requires strong and coherent international leadership. As this CEPS Explainer outlines, resources aggregation approach ‘à la IMEC’, holds thepotential to better connect narrative to implementation and build the EU’s external power. Developing on from this, the strategic connectivity clusters (SCCs) approach streamlines international connectivity cooperation.

Book excerpt: Seminar paper from the year 2010 in the subject Politics - International Politics - Topic: European Union, grade: 1,7, Bond University Australia, language: English, abstract: "In just 50 years, Europeans have made war between European powers unthinkable; European economies have closed the gap with the US; and Europe has brought successive waves of countries out of dictatorship and into democracy" (Leonard 2005). Due to the enormous achievements the European Union (EU) brought to its member states, the question of whether the EU is a superpower right now or if it will become a superpower in the future has been and continues to be discussed. In 2002, the then-president of the European Commission stated "that one of the EU's chief goals is to create a superpower on the European continent that stands equal to the United States" (Kupchan 2003, p.211). This essay aims to answer the question if the EU has reached this chief goal.

Dominating the Indo-Pacific region by building up the dependence of the countries there on China is only part of the strategy. China's actions in this regard are observed with unease by researchers and practitioners. Various multilateral projects are trying to present an alternative in the Indo-Pacific region, including the EU's Global Gateway Strategy Project. What this strategy entails and how it can play a role in shaping global consensus on the BRI will be outlined below.

Available in PDF, EPUB and Kindle. Book excerpt: China's massive, globe-spanning Belt and Road Initiative (BRI) seeks to build everything from railways, ports, and power plants to telecommunications infrastructure and fiber-optic cables. Chinese President Xi Jinping's signature foreign policy endeavor, BRI has the potential to meet developing countries' needs and spur economic growth, but its implementation creates risks that outweigh its benefits. Unless the United States offers an effective alternative, China could reorient global trade networks, set technical standards that would disadvantage non-Chinese companies, lock countries into carbon-intensive power generation, increase its political influence over countries, and acquire power projection capabilities for its military. The COVID-19 pandemic has made a U.S. response more urgent as the global economic contraction has accelerated the reckoning with BRI-related debt. China's Belt and Road: Implications for the United States proposes that the United States respond to BRI by putting forward an affirmative agenda of its own, drawing on its strengths and coordinating with allies and partners to promote sustainable, secure, and green development.

Book Europe in the Global Age

Download or read book Europe in the Global Age written by Anthony Giddens and published by John Wiley & Sons. This book was released on 2013-05-02 with total page 211 pages. Available in PDF, EPUB and Kindle. Book excerpt: Europe's social model – its system of welfare and social protection – is regarded by many as the jewel in the crown. It is what helps to give the European societies their distinctive qualities of social cohesion and care for the vulnerable. Over recent years, however, the social model has come under great strain in many states within the European Union – unemployment, for example, remains stubbornly high. The resulting tensions have fuelled dissatisfaction with the European project as a whole, culminating in the rejection of Europe's proposed new constitution. Reform of the social model is therefore a matter of urgency. It has to go hand in hand with the quest to regenerate economic growth. The weaker performers in Europe over the past few years can learn a good deal from states that have coped more effectively. But more radical changes need to be contemplated in the face of the impact of globalization, rapidly increasing cultural diversity and changing demography. The author argues that the traditional welfare state needs to be rethought. We have to bring lifestyle change into the heart of what welfare means. Moreover, environmental issues must be directly connected to other citizenship obligations. These innovations have to be made at the same time as Europes competitive position is upgraded. This original and path-breaking book will rank alongside Beyond Left and Right, The Third Way and other works by Anthony Giddens that have helped reshape social and political thinking over recent decades.
