Mettan examines in greater depth the problems confronting contemporary Europe—its democratic “deficit”; the stifling primacy of economics and law over politics; the sprawling expansion of an ever unsatisfactory governing institutions; its inability to secure peace within its territory; and far from least, the ongoing encroachment on its sovereignty by the United States. Europe faces two possible futures. It can choose to lapse into insignificance, subservient to ever increasing US demands and ascendancy, unable to address its unique concerns in defense or energy policy while being denied potential economic benefits from a rising China and forced into ever deeper and dangerous confrontation with Russia. Or Europeans, fully conscious of what is at stake, face up to Europe’s problems and create an institutional framework that will enable it to stave off its inevitable decline into vassalization—seizing the opportunity of the new space opened by the emerging Chinese power to create a truly democratic and sovereign federal union. Book excerpt: The ‘Troika’ is a word that is scorched into the narrative of the EU’s banking and economic crisis – a triumvirate constituted by the European Central Bank, the European Commission and the International Monetary Fund. The modus operandi of the Troika is defined by the authors of this book as ‘Troikanomics’. Ostensibly, the role of the Troika was to develop, coordinate and oversee the provision of conditional funding to support national governments in restructuring their economies. In fact, their power and influence extended far more widely. They enforced an unprecedentedly severe austerity programme of fiscal and structural adjustment through oppressive political oversight. Their practical impact was to impose on debtor countries in the EU periphery the single greatest economic and social dislocation in Europe’s recent history, thus corroding their autonomous capacities and enfeebling their national sovereignty. The Troika’s word was law in those countries where its writ ran – Greece, Ireland, Cyprus, and to a more limited extent, Spain. It was answerable only to a trio of unelected organisations, far removed from the consequences of its policies on the lives of citizens. Widespread socio-political reaction to Troikanomics gave shape to the anti-austerity movement across the EU, characterised by the centre as ‘Populism’. This book provides a timely response to the revisionist argument that there is no longer a ‘crisis’ in Europe. In their innovative analysis, the authors argue that Troikanomics is a manifestation of a deeper existential crisis within the EU that encompasses the centralisation of power, Brexit, Europe’s ominous militarisation and the progressive abandonment of its foundational values.

The 19th century fin de siècle was a time of tremendous change, both materially and philosophically. The dawn of the last century was a time of great wealth and imperialistic expansion for Western civilization, but also a time in which the seeds were sown for later military conflict; the enormity of which the world had never witnessed before. From the vantage point of the post-World War years, the materialism of the fin de siècle was a decorative façade that concealed from view the underlying reality of the human abyss. The outbreak of the First World War changed all of that, and the two works examined here anticipated that change. Henry James described the underlying reality of the fin de siècle when he remarked: "To have to take it all now for what the treacherous years were all the while making for and meaning is too tragic for any words." Henry Adams and Jack London mirror this sentiment in their respective works by depicting the philosophical turbulence of the 19th century fin de siècle.
