In Fantasies of Salvation, Vladimir Tismaneanu traces the intellectual history of this struggle and warns that authoritarian nationalists pose a serious threat to democratic forces. A leading observer of the often baffling world of post-Communist Europe, Tismaneanu shows that extreme nationalistic and authoritarian thought has been influential in Eastern Europe for much of this century, while liberalism has only shallow historical roots. Despite democratic successes in places such as the Czech Republic and Poland, he argues, it would be a mistake for the West to assume that liberalism will always triumph. He backs this argument by showing how nationalist intellectuals have encouraged ethnic hatred in such countries as Russia, Romania, and the former Yugoslavia by reviving patriotic myths of heroes, scapegoats, and historical injustices. Book excerpt: There are two popular myths concerning the relationship between communism and nationalism. The first is that nationalism and communism are wholly antagonistic and mutually exclusive. The second is the assertion that in communist Eastern Europe nationalism was oppressed before 1989, to emerge triumphant after the Berlin Wall came down. Reality was different. Certainly from 1945 onwards, communist parties presented themselves as heirs to national traditions and guardians of national interests. The communist states of Central and Eastern Europe constructed "socialist patriotism," a form of loyalty to their own state of workers and peasants. Up to 1989, communists in Eastern Europe sang the national anthem, and waved the national flag next to the red banner. The use of national images was not the exception, but the rule. From Cuba to Korea, all communist parties attempted to gain national legitimacy. This was not incidental or a deviation from Marxist orthodoxy, but ingrained in the theory and practice of the communist movement since its inception. The study of communist national legitimacy is an exciting new field. This book presents examples of communist attempts to co-opt nationalism from both sides of the iron curtain and lays bare the striking similarities between such diverse cases as the socialist patriotism of the Bulgarian Communist Party and the national line of the Portuguese communists, between Romanian communist nation building and the national ideology of the Spanish Communist Party. They responded by confronting it with a counterbalancing threat of force, and pursuing a strategy of containment. With the collapse of communism, the challenge to peace and stability in the Euro-Atlantic community has changed. Soviet expansionism has been supplanted by powerful, internal forces arising out of the clash of competing ethnic nationalisms. This challenge, argues Steven L. Burg, cannot be met by force alone, or neutralized through a strategy of containment. It requires Western states to act decisively to influence the internal political development of the post- communist states themselves. Burg surveys the challenges that the ethnic diversity in Eastern Europe present to domestic stability, international peace, and American interests, and suggests policies and practices by which the United States and its allies might contribute to the consolidation of peace in the region. He provides a concise explanation and analysis of the issues, evaluates the usefulness of scholarly approaches to the resolution of ethnic conflicts, and offers a strategy of what he calls preventive engagement by which policymakers may prevent conflicts such as the one that destroyed the former Yugoslavia.
