Les digues mises en place résisteront-elles à ce déferlement humain ? Peut-on demander l'aide des dirigeants des États pour contenir ces " marées humaines " ? Ceux-là mêmes qui ont intérêt à encourager leur population à partir, notamment la partie la plus instruite et la plus contestataire, afin de sauvegarder et consolider leur pouvoir. Car l'émigration sert aussi les pouvoirs en place. Existe-t-il une politique idoine ? Au lecteur de cet ouvrage de se forger sa propre opinion. Le présent ouvrage est l'aboutissement d'un colloque organisé à l'Université François Rabelais de Tours en 2008.
