This book presents an analysis of the origins of the Cold War in the decade after the Second World War, discussing the development of the United States and the Soviet Union as superpowers and the reactions of the Western European states to the growing Soviet-American rivalry. Drawing on recently opened archives from the former Soviet Union as well as on existing research largely unavailable in English, distinguished authorities from each of the countries discussed provide new insight into the Cold War and into the Europe that has been molded by it. The book begins with an overview of United States Cold War policy after the war and a pioneering post-communist examination of Russian involvement. The next chapters focus on the other two members of the wartime alliance, Britain and France, for which the Cold War was interwoven with concerns such as the maintenance of empire and the continued fear of Germany. The book then examines the vanquished countries of World War II, Italy and Germany, who--particularly in the case of divided Germany--were struggling to recover their international status and come to terms with their past. The last part of the book considers how the small states--Benelux and Scandinavia--forged new groupings in the search for security, even though conflicts of national interest still persisted between them. The authors not only show the impact of superpower policies on each country but also reveal the many ways in which West European states were active participants in Cold War politics, trying to draw the Americans into Europe and shaping the blocs that emerged. The book sheds light on the European Community (in many ways a response to uneasiness about Germany) and on NATO, whose purpose was once described as keeping "the Russians out, the Americans in, and the Germans down."

It analyses national-socialist attempts to denationalize the archaeologies of European nations by creating a new unifying European archaeology on a racial basis. From the beginning of the nineteenth century, archaeology began to develop into an important force behind processes of nation building. At the same time, structures of transnational academic collaboration contributed strongly to the internal dynamics of the research field, which was primarily organized on a national basis. In those European countries that were confronted with national-socialist occupation and repression between 1939 and 1945, these transnational archaeological networks were to prove crucial for the development of national-socialist archaeological policies. This volume will reveal how national-socialist archaeology was to an extent valued positively in its time as highly innovative, even influencing the archaeology of non-occupied countries. Although in the final instance, it generally failed to displace the national archaeologies in Europe, the volume also analyses the long-term impact of national-socialist rule on the development of European archaeology. However, the persuasion that social and economic processes could and should be regulated was by no means limited to them. Intense debates on these issues developed already during the First World War in Europe and became globalized during the World Economic crisis. During the Cold War, such discussions fuelled competition between two models of economic and social organisation but they also revealed the convergences and complementarities between them. This ambiguity, so often overlooked in histories of the Cold War, represents the central issue of the book organized around three axes. First, it highlights how know-how on planning circulated globally and were exchanged by looking at international platforms and organizations. The volume then closely examines specificities of planning ideas and projects in the Communist and Capitalist World. Finally, it explores East-West channels generated by exchanges around issues of planning which functioned irrespective of the Iron Curtain and were exported in developing countries. The volume thus contributes to two fields undergoing a process of profound reassessment: the history of modernisation and of the Cold War.

But beneath the surface, the postwar era witnessed a striking degree of international cooperation. The United Nations and its agencies, as well as regional organizations, international nongovernmental organizations, and private foundations brought together actors from conflicting worlds, fostering international collaboration across the geopolitical and ideological divisions of the Cold War. Diving into the archives of these organizations and associations, Sandrine Kott provides a new account of the Cold War that foregrounds the rise of internationalism as both an ideology and a practice. She examines cooperation across boundaries in international spaces, emphasizing the role of midsized powers, including Eastern European and neutral countries. Kott highlights how the need to address global inequities became a central concern, as officials and experts argued that economic inequality imperiled the creation of a lasting peace. International organizations gave newly decolonized and “Third World” countries a platform to challenge the global distribution of power and wealth, and they encouraged transnational cooperation in causes such as human rights and women’s rights. Assessing the failure to achieve a new international economic order in the 1970s, Kott adds new perspective on the rise of neoliberalism. Focusing on the problems faced by Switzerland in the field of international protection of refugees as well as on the specificity of its asylum law and practice, this publication addresses the refugee problem from a national, European and international perspective. The Swiss experience serves to illustrate the wider problematic of on the one hand, the tensions between security, political and humanitarian concerns encountered by refugee-receiving states, and on the other, the need to preserve an international refugee protection regime which remains an essential component of international law and relations for so long as political solutions are not brought to the root causes of refugee exodus. This reflection on the international protection of refugees is organized around four main themes. The first examines Switzerland's response in the past to mass influx, in the light of historical case studies and the evolution of Swiss asylum law and practice. The second focuses on the question of access of refugees to asylum territories and refugee status determination procedures within the framework of the 1951 Convention on the Status of Refugees and the current Swiss asylum law. The third centres on the wider protection regime currently being forged in Europe to address a broader category of refugees, including solutions for temporary and subsidiary protection. The final theme revolves around return of refugees, including those under the Dayton and recent Kosovo agreements and covers reintegration of returnees, assistance and long-term development. This work is based on papers presented at a colloquium of the Graduate Institute of the International Studies in Geneva which was organised in collaboration with the Office of the United Nations High Commissioner for Refugees as a contribution to the 50th anniversaries of the UNHCR and the Geneva Convention relating to the Status of Refugees.

Book excerpt: This book examines the exclusion of minority languages (and their speakers) from the mainstream domains of everyday social life in postcolonial Zimbabwe. It considers forces of hegemonic nation building, subtle cultural oppression and a desire for linguistic uniformity as major factors contributing to the social exclusion of Zimbabweans from language groups other than Shona and Ndebele. The book interprets the various forms of language-based exclusion exercised by Shona and Ndebele language speakers over minority groups as constituting a form of linguistic imperialism. Contrary to the popular view that English is Zimbabwe's «killer language», which should be replaced by selected indigenous languages that are perceived as more nationally «authentic» and better grounded in both pre- and post-imperial frameworks, this book argues that linguistic imperialism has very little to do with whether the dominating language is «foreign» or «indigenous». The author discusses oral submissions from minority language speakers, language experts, policy-makers and educators. While the focus is specifically on the politics of language and identity in Zimbabwe, this case study gives an insight into the complexity of identity and nation building in postcolonial Africa.

Book excerpt: 2008 Outstanding Academic Title, Choice Magazine Conventional scholarship on the Mediterranean portrays the Inner Sea as a timeless entity with unchanging ecological and agrarian features. But, Faruk Tabak argues, some of the "traditional" and "olden" characteristics that we attribute to it today are actually products of relatively recent developments. Locating the shifting fortunes of Mediterranean city-states and empires in patterns of long-term economic and ecological change, this study shows how the quintessential properties of the basin—the trinity of cereals, tree crops, and small livestock—were reestablished as the Mediterranean's importance in global commerce, agriculture, and politics waned. Tabak narrates this history not from the vantage point of colossal empires, but from that of the mercantile republics that played a pivotal role as empire-building city-states. His unique juxtaposition of analyses of world economic developments that flowed from the decline of these city-states and the ecological change associated with the Little Ice Age depicts large-scale, long-term social change. Integrating the story of the western and eastern Mediterranean—from Genoa and the Habsburg empire to Venice and the Ottoman and Byzantine empires—Tabak unveils the complex process of devolution and regeneration that brought about the eclipse of the Mediterranean.
