Book Culture and Technology in the New Europe

Download or read book Culture and Technology in the New Europe written by Laura Lengel and published by Praeger. This book was released on 2000-04-13 with total page 440 pages. Available in PDF, EPUB and Kindle. Book excerpt: Culture and Technology in the New Europe presents the insights of an international group of academic researchers and media practitioners who examine the impact of technology on East Central Europe, South-Eastern Europe, the Newly Independent States and the Russian Federation. Drawing from the expertise of authors from and working in the region, the book addresses concerns that the New Europe faces at the eve of the Third Millennium and a decade after the fall of communist rule. Such concerns include access to information and communication technology and the culturally-specific discourses articulated through media and technology. While the book focuses on information and communication reforms, and the development of a participatory democracy are examined. The book is distinguished by diverse studies ranging from the problems of Cyber Hate from and about the New Europe, to online activism in war-torn Kosovo, Bosnia, Croatia and Yugoslavia, to how digital media art articulates new cultural and creative freedoms once silenced by the Soviet regime. Finally, the book looks to the future of media, technology and communication in the New Europe, particularly the gaps between post-socialist nations and those more technologically advantaged, and how these gaps can be narrowed or eradicated in the Third Millennium.

Book Parliaments and Technology

Download or read book Parliaments and Technology written by Norman J. Vig and published by State University of New York Press. This book was released on 1999-11-04 with total page 418 pages. Available in PDF, EPUB and Kindle. Book excerpt: Parliaments and Technology explores an issue critically important to the practice of democracy everywhere: How do citizens and elected officials assess the opportunities and costs of new technologies that may profoundly impact their societies' future? For example, what are the social and moral implications of gene patents, reproductive technology, cloning and genetic engineering or of virtually unlimited access to information? Technology assessment has become one of the most important methodologies for aiding legislatures in analyzing and deliberating such questions. The first comparative analysis of the development and practice of parliamentary technology assessment in different national settings, this book explains the origins, methods, and impacts in five European countries—Britain, France, Germany, Denmark, and the Netherlands—and the European Parliament. It also provides a theoretical framework for comparing the institutionalization of new functions in different parliamentary systems and the influence of national political cultures on the conceptualization and operation of these new agencies. Contributors include Josée van Eijndhoven, John Grin, Dick Holdsworth, Rob Hoppe, Simon Jos, Lars Klüver, Todd M. La Porte, Maurice Laurent, Michael Norton, Herbert Paschen, Thomas Petermann, and Norman J. Vig.

Download or read book High Tech Europe written by Wayne Sandholtz and published by Univ of California Press. This book was released on 2024-07-26 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: Governments have recognized for decades the dynamic role played by microelectronics, computers, and telecommunications in the modern economy. Although Europe's deficiencies in these crucial sectors had long been acknowledged, it was not until the 1980s that European nations began collaborating to develop and promote high-tech industries. Their collaboration gives rise to many questions. Why, for example, did the joint efforts come at such a late date rather than in the 1960s or '70s? And how is it possible to work together in economically sensitive areas? These questions point to fundamental issues in the areas of international cooperation, international institutions, and technology policy. Before the institution of the collaborative programs ESPRIT (European Strategic Programme for Research and Development in Information Technology), RACE (R & D in Advanced Communications-technologies in Europe), and EUREKA (European Research Coordination Agency) in the 1980s, each European country sought its own technological renaissance through protection of national firms behind walls of technical standards, procurement preferences, and research subsidies. This thorough, carefully researched work examines the breakdown of these walls. It will appeal to political scientists, economists, and scholars of technology and Western Europe interested in the political contours of the high-tech landscape. This title is part of UC Press's Voices Revived program, which commemorates University of California Press’s mission to seek out and cultivate the brightest minds and give them voice, reach, and impact. Drawing on a backlist dating to 1893, Voices Revived makes high-quality, peer-reviewed scholarship accessible once again using print-on-demand technology. This title was originally published in 1992.

Available in PDF, EPUB and Kindle. Book excerpt: Technologies develop rapidly and reach hurricane levels of velocity but quality E-Content and innovative applications lag behind. This book addresses the question how content industries change within a digital environment and what role information and communication technologies play in transforming the competitive landscape. The authors argue that post-industrial societies tend to pay substantial amounts for equipment and gadgets but invest far too little in the quality of the content. As a result, much effort is and has to be spent on the enhancement of E-Content. The contributions give an elaborate overview of: - the specifics, challenges and prospects of content in the network economy; - market developments of digital media services; - paid content business models; - impacts on scientific publishing; - developments in the field of E-Learning; - the interplay between technology and content with the example of interactive digital TV; - the mobile games market; - emerging new cross media markets; - the need to enhance the usability of websites and mobile applications; - how digital applications might be used to capture and store our personal experiences. A final chapter shows the prospects of the European E-Content market and gives an overview of valuable initiatives and resources dealing with the topic of E-Content.
