They are seen most clearly when Europe is viewed from a long historical perspective. During the closing decades of the twentieth century Europe emerged as one of the main points of reference in both the cultural and the political constructs of the global community. An obsession with the concept of European identity is readily discernible. This process of identity construction provokes critical questions which the book aims to address. At the same time the book explores the opportunities offered by the concept of Europe to see how it may be used in the construction of the future. The approach is one of both deconstruction and reconstruction. The issue of Europe is closely related in the book to more general issues concerning the cultural construction of community. The book should therefore be seen as the companion of Myth and Memory in the Construction of Community, which is also published by PIE-Peter Lang in the series Multiple Europes. The book appears within the framework of a research project on the cultural construction of community in modernisation processes in comparison. This project is a joint enterprise of the European University Institute in Florence and the Humboldt University in Berlin sponsored by the Bank of Sweden Tercentenary Fund.

The chapters in the volume inquire critically into the relations and tensions inherent in divisions between the Global North and the Global South as well as internal regional differentiation within Europe itself. In doing so, the volume stresses the need to consider Europe from critical interdisciplinary perspectives, highlighting historical and contemporary issues of racism and colonialism. While recent discussions of migration into ‘Fortress Europe’ seem to assume that Europe has clearly demarcated geographic, political and cultural boundaries, this book argues that the reality is more complex. The book explores margins conceptually and positions margins and centres as open to negotiation and contestation and characterized by ambiguity. As such, margins can be contextualized in relation to hierarchies within Europe, with different processes involved in creating boundaries and borders between different kinds of Europes and Europeans. Deploying case studies from different places, such as Iceland, Italy, Poland, Spain, Turkey, the UK, Romania, Cyprus, Greece, Sicily, European colonies in the Caribbean and the former Yugoslavia, the contributors analyse how different geopolitical hierarchies intersect with racialized subject positions of diverse people living in Europe, while also exploring issues of gender, class, sexuality, religion and nationality. Some chapters draw attention to the fortification of Europe’s ‘borderland,’ while others focus on internal hierarchies within Europe, critiquing the meaning of spatial boundaries in an increasingly digitalized Europe. In doing so, the chapters interrogate the hierarchies at play in the processes of being and becoming ‘European’ and the ongoing impacts of race and colonialism. This timely and thought-provoking collection will be of considerable significance to those in the humanities and social sciences with an interest in Europe. Book excerpt: The right to free movement is the one privilege that EU citizens value the most in the Union, but one that has also created much political controversy in recent years, as the debates preceding the 2016 Brexit referendum aptly illustrate. This book examines how European politicians have justified and criticized free movement from the commencement of the first Commission of the EU-25 in November 2004 to the Brexit referendum in June 2016. The analysis takes into account the discourses of Heads of State, Governments and Ministers of the Interior (or Home Secretaries) of six major European states: the UK, Germany, France, Italy, Spain and Romania. In addition to these national leaders, the speeches of European Commissioners responsible for free movement matters are also considered. The book introduces a new conceptual framework for analysing practical reasoning in political discourses and applies it in the analysis of national free movement debates contextualised in respective migration histories. In addition to results related to political discourses, the study unearths wider problems related to free movement, including the diversified and variegated approaches towards different groups of movers as well as the exclusive attitudes apparent in both discourses and policies. The History and Politics of Free Movement within the European Union is of interest to anyone studying national and European politics and ideologies, contemporary history, migration policies and political argumentation.
