Yet, Bosnia became a federal state, highly decentralised and with a complex institutional architecture. This solution was imposed on them by international actors as a result of peace negotiations following the Yugoslav wars. Political parties in post-war Bosnia were not willing to identify with or accept the federation. The international community intervened taking over key decisions and so Bosnia and Herzegovina became the first state to experience a new model of federalism, namely ’imposed federalism’ and a new model of a federal state, that of the ’internationally administered federation’. By combining comparative politics, conflict analysis and international relations theory Soeren Keil offers a unique analysis of federalism in post-Dayton Bosnia and Herzegovina. By exploring this model of ’imposed federalism’ not only does this study greatly contribute to the literature on developments in Bosnia and Herzegovina it also re-evaluates comparative federalism in theory and practice. This study also offers important conclusions for similar cases, both in the Western Balkans region and the wider world, where international involvement and federalism as a method of conflict resolution in diverse societies becomes ever more prevalent and important.

Book excerpt: Most experts on divided societies and institutional design broadly agree that it is more difficult to establish and maintain a stable, functioning democracy in a country with multiple languages and linguistically fragmented public spheres than in more homogeneous countries. Multilingual countries such as Canada and Belgium have been experiencing considerable difficulties in past decades (see the almost successful 1995 referendum on sovereignty in Quebec or the institutional deadlock and the rise of Flemish nationalism in Belgium since the 1970s). The prospects for the EU to become a viable democracy are even more haunted by multilingualism, considering that it has 24 official languages and no lingua franca. Switzerland, however, is also a multilingual country without a lingua franca, fragmented into 22 mono-lingual and three multilingual cantons, as well as into four distinct public spheres (German, French, Italian, Romansh). And yet it is widely seen as one of the most stable and successful democracies. Conventional wisdom in political science literature suggests that "consociational" political institutions account for the success of Swiss multilingual democracy. This book offers a different institutional explanation. The author argues that in mainstream literature important Swiss institutions - in particular direct democracy, Parliament and the federal executive - have largely been misinterpreted: they have been labelled as consociational, whereas they are rather a product of "centripetalism", an approach to institutional design in which political incentives are directed toward intergroup compromise because of the need to appeal to voters across group lines in order to form majorities. This approach to achieving long-term democratic stability stands in sharp contrast to consociationalism.

Book excerpt: This edited volume promotes a comparative and transnational approach to the complex and ambiguous relationship between West European socialism and the contemporary state over the longue durée. It encourages a better understanding of socialism while also casting an original light on the history of the contemporary state in Europe. Socialists have been a prime political force since the late nineteenth century through to the present. Through their strength, their presence at the heart of societies, their dynamism, inventiveness, and influence, they have left their mark on the European physiognomy and helped to forge part of its identity. This is particularly true where the welfare state is concerned, and the role played by the state in constructing, embedding, and extending this social model. Surprisingly, there has been no research aiming to systematically analyse the relationship between socialism and the state. This volume fills a gap in knowledge by rejecting the media simplification and political polemic maintained by opponents of socialism – and sometimes by socialists themselves – which systematically links socialism with “statism”. It focuses on numerous case studies involving France, Italy, Spain, Greece, Austria, Germany, Belgium, the United Kingdom and Scandinavia, and highlights the diversity of organisations within European socialism. Ultimately, this book demonstrates that the fate of this political culture depends on the socialist parties themselves but also on any new configurations that states may assume. Conversely, the future of states will also depend partly on the choices made by socialists, if they still exist and still have the means to shape decisions and make their voices heard.
