Book excerpt: The one period that most students of anti-Communism have ignored is the years of the Second World War, when the United States and the Soviet Union briefly stood together as allies against Nazi Germany. During this period, criticizing the Soviet Union and the Communist party abruptly went out of fashion. But even then, there were Americans who chose to be unfashionable. These leaders and opinion-makers are the subject of Sirgiovanni's An Undercurrent of Suspicion. This book demonstrates that the "undercurrent of suspicion" against the Soviet Union, and communism in general, was considerably stronger under World War II than many Americans realize or recall. Many long-time anti-communists refuse to go along with the quasi-official moratorium on criticizing America's Soviet ally, and although the war granted the Communist Party of the United States an unaccustomed degree of legitimacy, this was by no means universally conceded, either. The resilience of such attitudes n what surely were the most auspicious years of the U.S.-Soviet relations contributes to our understanding of why a far more virulent and widespread Cold War mentality of mistrust and hostility burst forth so soon after the Allied victory. Many issues that contributed to the Cold War had been raised during the alliance, such as the political and territorial makeup of Eastern Europe. Those who assumed that the U.S.S.R. could never be trusted to act in a spirit of justice and compassion included conservative politicians, anti-communist labor leaders, right-wing newsmen, Catholics and Protestant fundamentalists, and American Socialists-all of whom Sirigiovani discusses at length. These individuals also insisted that the domestic Communist movement, despite its "patriotic" wartime line, remained in the service of today's ally but tomorrow's probably adversary, Joseph Stalin's U.S.S.R. An Undercurrent of Suspicion will of considerable interest to anyone interested in communism ad anti-communism, American politics, and the history of ideas, especially as they relate to political issues. The general reader will the book provides a new dimension to the war years, and in so doing helps explain the deep background of the Cold War.

As the vogue of communism with a human face passed. The question of American policy toward Communists became far less pressing; yet the question will almost certainly require attention in the future. This is particularly true with respect to the Italian Communist Party, which remains powerful in numbers and flexible in policy. Michael Ledeen examines Communist Party participation in Western European governments since World War II, and the ambivalent American foreign policy toward it. He concentrates on the Italian Communist Party: its history and its relations with the Soviet Union. Togliatti, Secchia, Gramsci, Nenni are identified as the major players in Italian communist and socialist politics. The author explores in depth why the United States has been reluctant to become involved in internal Italian affairs, and how this policy posture has strongly influenced in the development of communism in Western Europe. Ledeen shows that the strategies of contemporary West European Communist Parties are now roughly similar to those of the immediate post-war period. He argues that American intellectuals are as uncritical of Eurocommunism as they were after the first flush of Allied victory in World War II, that the Carter administration's foreign policy was incoherent, and that the United States needs a consistent, ideological approach to communism--one that includes the capacity for action as well as reaction. Michael Ledeen is a senior associate of the Center for Strategic and International Studies at Georgetown University, and formerly taught history at Washington University. Based primarily on new evidence from communist archives in France and Italy, as well as research archives in the United States, Alessandro Brogi's original study reveals how the United States was forced by political opposition within these two core Western countries to reassess its own anticommunist strategies, its image, and the general meaning of American liberal capitalist culture and ideology. Brogi shows that the resistance to Americanization was a critical test for the French and Italian communists' own legitimacy and existence. Their anti-Americanism was mostly dogmatic and driven by the Soviet Union, but it was also, at crucial times, subtle and ambivalent, nurturing fascination with the American culture of dissent. The staunchly anticommunist United States, Brogi argues, found a successful balance to fighting the communist threat in France and Italy by employing diplomacy and fostering instances of mild dissent in both countries. Ultimately, both the French and Italian communists failed to adapt to the forces of modernization that stemmed both from indigenous factors and from American influence. Confronting America illuminates the political, diplomatic, economic, and cultural conflicts behind the U.S.-communist confrontation.
