Russia's pivoting toward Asia proceeds in parallel to the creation of the Eurasian Union it wants to lead. Russia's support of new regionalism in Eurasia and Asia Pacific is as much about identity as it is about political economy. For Russia, the Eurasian project is a way to return to the ranks of the world's leading powers. Critics perceive these efforts as neo-hegemonist in nature. I disagree with such assessment. Russia's cooperation with ASEAN is called forth to support its foreign policy priorities, which dictate more active engagement with Asia Pacific. Partnership with ASEAN is necessary for economic, political, and strategic reasons. However, the ingrained culture of geopolitical posturing and a thin basis for economic cooperation stalls further development of the ASEAN-Russia ties. The paper ends with the discussion of identity-related factors that hamper cooperation. I argue that most of these factors stem from the trauma of postimperial adjustment, which breeds Russia's preoccupation with sovereignty, securitization of foreign policy and the perception of regionalism as a power projection instrument.

Rather than taking the declared 'pivot' as a fact and exploring the consequences of it, the contributors to this volume explore whether a pivot has indeed happened or if what we see today is the continuation of longer-duration trends, concerns and ambitions.

Book excerpt: Bridging foreign policy analysis and international political economy, this volume offers a new look at the problem of agency in comparative regional integration studies. It examines evolving regional integration projects in the Eurasian space, defined as the former Soviet Union countries and China, and the impact that Russian foreign policy has had on integration in the region. Mikhail Molchanov argues that new regionalism in Eurasia should be seen as a reactive response to contemporary challenges that these developing states face in the era of globalization. Regional integration in this part of the world treads the unknown waters and may not simply repeat the early steps in the evolution of the European Union. The question of a hegemonic leadership in particular, as exercised by a country that spearheads regional integration efforts, animates much of the discussion offered in the book. Moreover, Eurasian regionalisms are plural phenomena because of complementary and competing projects that engage the same, or partially overlapping, groups of countries. By combining foreign policy studies with an examination of the international political economy of regionalism in Eurasia the author furthers our understanding of new regionalism, both theoretically and empirically.

In Asia and the Pacific lay territory, markets, security, and glory. But all these expansionist dreams amounted to little. In We Shall Be Masters, Chris Miller explores why, arguing that Russia’s ambitions have repeatedly outstripped its capacity. With the core of the nation concentrated thousands of miles away in the European borderlands, Russia’s would-be pioneers have always struggled to project power into Asia and to maintain public and elite interest in their far-flung pursuits. Even when the wider population professed faith in Asia’s promise, few Russians were willing to pay the steep price. Among leaders, too, dreams of empire have always been tempered by fears of cost. Most of Russia’s pivots to Asia have therefore been halfhearted and fleeting. Today the Kremlin talks up the importance of “strategic partnership” with Xi Jinping’s China, and Vladimir Putin’s government is at pains to emphasize Russian activities across Eurasia. But while distance is covered with relative ease in the age of air travel and digital communication, the East remains far off in the ways that matter most. Miller finds that Russia’s Asian dreams are still restrained by the country’s firm rooting in Europe.

Book excerpt: The idea of the lagging Pivot suggests that the Russian policy of the “Pivot to the East” cannot last successfully on a long-term basis given the extensive lag between the political and economic dimensions of the Pivot, in Russia and abroad. One of the most inevitable and necessary conditions of bridging this gap can be found among the instruments of trade liberalization. Here we should shift our focus from Russian interests to the Eurasian Economic Union (EAEU) which has a privileged mandate on merchandise trade negotiations with third countries and blocs like ASEAN: Russia has not been able sign any FTA on its own since 2015. However, this puzzle was relatively poorly studied both in Russia and abroad and this paper attempts to fill this gap. We briefly analyze the scope of trade between Russia and key Asian markets (which still remain mostly limited to North-East Asia) to define the most sensitive export markets for Russia, then we systematize existing barriers which could be potentially eliminated by international trade negotiations and compare them with existing international activity of the Eurasian Economic Commission (EEC). The results of our study clearly demonstrate an objective demand for more intensive EAEU activity on trade liberalization in Asia with a particular focus on non-tariff barriers (NTBs).

Book excerpt: This volume examines Russian discourses of regionalism as a source of identity construction practices for the country's political and intellectual establishment. The overall purpose of the monograph is to demonstrate that, contrary to some assumptions, the transition trajectory of post-Soviet Russia has not been towards a liberal democratic nation state that is set to emulate Western political and normative standards. Instead, its foreign policy discourses have been constructing Russia as a supranational community which transcends Russia's current legally established borders. The study undertakes a systematic and comprehensive survey of Russian official (authorities) and semi-official (establishment affiliated think tanks) discourse for a period of seven years between 2007 and 2013. This exercise demonstrates how Russia is being constructed as a supranational entity through its discourses of cultural and economic regionalism. These discourses associate closely with the political project of Eurasian economic integration and the "Russian world" and "Russian civilization" doctrines. Both ideologies, the geoeconomic and culturalist, have gained prominence in the post-Crimean environment. The analysis tracks down how these identitary concepts crystallized in Russia's foreign policies discourses beginning from Vladimir Putin's second term in power.

Moscow’s ‘Greater Europe’ ambition of the previous decades produced a failed Western-centric foreign policy culminating in excessive dependence on the West. Book excerpt: While we know a great deal about the benefits of regional integration, there is a knowledge gap when it comes to areas with weak, dysfunctional, or nonexistent regional fabric in political and economic life. Further, deliberate “un-regioning,” applied by actors external as well as internal to a region, has also gone unnoticed despite its increasingly sophisticated modern application by Russia in its peripheries. This volume helps us understand what Anna Ohanyan calls “fractured regions” and their consequences for contemporary global security. Ohanyan introduces a theory of regional fracture to explain how and why regions come apart, consolidate dysfunctional ties within the region, and foster weak states. Russia Abroad specifically examines how Russia employs regional fracture as a strategy to keep states on its periphery in Eurasia and the Middle East weak and in Russia's orbit. It argues that the level of regional maturity in Russia’s vast vicinities is an important determinant of Russian foreign policy in the emergent multipolar world order. Many of these fractured regions become global security threats because weak states are more likely to be hubs of transnational crime, havens for militants, or sites of protracted conflict. The regional fracture theory is offered as a fresh perspective about the post-American world and a way to broaden international relations scholarship on comparative regionalism.
