Book Enlargement of the European Union

Download or read book Enlargement of the European Union written by Allan F. Tatham and published by Kluwer Law International B.V.. This book was released on 2009-01-01 with total page 594 pages. Available in PDF, EPUB and Kindle. Book excerpt: The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity - defined in terms of such factors as culture, history and economics - has supplanted the long-dominant theme of 'widening and deepening, ' particularly since the Union's expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the 'identity' conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between 'widening' and 'deepening' and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland. Assembling powerful evidence and applying incisive analysis, the author's conclusion shows that, absent further (and major) EU institutional reform, it will be difficult for an enlarging Union to continue to 'deliver the goods.' A watershed in the continuing great debate on the fulfilment of the EC Treaty's determination to foster and promote 'an ever closer union of the peoples of Europe, ' this book will prove invaluable to anybody interested in the European integration project, particularly lawyers, academics, officials and policymakers in the EU Member States.

Available in PDF, EPUB and Kindle. Book excerpt: Will joining the European Union help achieve prosperity, stability and democracy in Central and Eastern Europe? This book addresses this question by analysing how the European Union has approached this enlargement. Specifically, the book shows how, in its enlargement to the East, the European Union has tried to guide the post- communist states of Central and Eastern Europe towards new institutions and changing rules. In addressing the little explored link between post-communist transformations and enlargement, the book presents the effects of enlargement governance extended by the EU on domestic processes of reform and transformation. With its rich empirical overview of the reform challenges to various sectors, the author presents various scenarios of the interaction of EU rules with post communist reform. In contrast to other books on enlargement, this one relies on the perspective of scholars from Eastern Europe to illustrate the importance of the accession process to reform.

Book Adjusting to EU Enlargement

Download or read book Adjusting to EU Enlargement written by Constantine A. Stephanou and published by Edward Elgar Publishing. This book was released on 2006-01-01 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: Before the latest EU enlargement substantial changes in the integration process were predicted as a result of the accession of 10 new member states, with some forecasting cataclysmic consequences. This book, the first ex post assessment of EU enlargement, provides evidence to the contrary, while also providing examples in which the new members have been able to influence the EU policy output with their liberal attitudes on economic and social policy.

Book Managing European Union Enlargement

Download or read book Managing European Union Enlargement written by Helge Berger and published by MIT Press. This book was released on 2004 with total page 330 pages. Available in PDF, EPUB and Kindle. Book excerpt: Leading international economists assess the effects of the 2004 expansion of the European Union. In May 2004 the European Union will undergo the largest expansion in its history when ten countries -- Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, and Slovenia -- become members. The number of new members and their diversity make this "big bang" enlargement particularly challenging. Not only do these countries vary widely in language, culture, and geography, but also their per capita income is less than half that of existing members. EU officials believe that expanded integration will serve the EU's objectives of peace, stability, prosperity, and democracy; but the less abstract questions of costs and benefits of enlargement are more complex. Each of the chapters in this CESifo volume addresses a different aspect of EU expansion. The contributors, all leading international practitioners and scholars, consider such topics as the effect of euro zone expansion on European Central Bank monetary policy making; using the euro as an external anchor for a national currency; worker migration and income differentials; the Swiss experience with immigration policy in a direct democracy framework; detailed sector analysis using a computable general equilibrium model of the world economy; investment and job creation and destruction in incumbent member countries; and the asymmetric effects of enlargement on high- and low-income incumbent countries. Taken together, the chapters provide useful guidance in shaping the EU policies of the future.

Available in PDF, EPUB and Kindle. Book excerpt: The current EU enlargement process now embraces 13 applicant countries. As the EU has itself been evolving attitudes and policies towards the applicant countries, so central and eastern Europe itself has been undergoing change and transformation; in parts of the Balkans this process has placed uncomfortable demands upon western Europe and their allies. Europe goes East provides a timely contribution to the debate and understanding of the EU enlargement process as it affects the states and citizens of central, eastern and Mediterranean Europe. It provides: a critical examination of EU enlargement within the context of European restructuring; views on applicant and potential applicant countries and their evolving relationship with the EU; an overview of central and eastern Europe at the start of the new millennium. Editors: Darrick Danta is Professor of Geography at California State University, and Derek Hall is Professor of Regional Development at the Scottish Agricultural College, Auchincruive.

Book Industrial and Regional Policies in an Enlarging EU

Download or read book Industrial and Regional Policies in an Enlarging EU written by David Bailey and published by Routledge. This book was released on 2014-10-20 with total page 162 pages. Available in PDF, EPUB and Kindle. Book excerpt: After years of near ‘disrepute’ in official circles, Industrial Policy has made something of a comeback over the last few years and is now very much back on the agenda at national and EU levels, driven by concerns over globalisation, deindustrialisation, unemployment and perceived poor growth in the EU. Simultaneously, the European Commission’s Fourth Report on Economic and Social Cohesion has kicked off the debate over challenges to cohesion, the shape of EU Cohesion policy beyond 2013, and how resources should be managed. This debate will find added momentum with the imminent ‘mid-term’ review being launched by the Commission. Discussions over the success or not of the Lisbon Agenda, on-going debates over cluster policies, and recent developments in policy evaluation have also contributed to a burgeoning academic literature over the last eighteen months. This edited volume is especially pertinent given such developments and pulls together a diverse range of contributions from leading authorities in the field to add to these debates and to illustrate connections between them. This book was published as a special issue of Policy Studies.

Book Britain Germany and EU Enlargement

Download or read book Britain Germany and EU Enlargement written by Barbara Lippert and published by A&C Black. This book was released on 2001-04-18 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: Published in association with the Anglo-German FoundationBritish and German support for eastward enlargement of the EU has been crucial in driving the process forward and giving it momentum; unless this commitment continues, and strengthens, the process could falter. Yet, not only have Britain and Germany had very different views on EU integration for many years, they also have differnt geopolitical interests and very different levels of economic involvement in central and eastern Europe. In this book, leading British and German experts present a new analysis of British and German interests in enlargement and assesses contemporary policy approaches. Based on economic analysis, policy documentation and interviews with key policy-makers, they consider the scope for Britain and Germany to work together on enlargement, as well as highlighting the areas that could drive them apart.

Book The Return To Europe

  • Pages : 230 pages

Download or read book The Return To Europe written by NA NA and published by Springer. This book was released on 2016-04-30 with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Return to Europe examines the ability of the Central and South-east European economies to withstand competitive pressures on entry to the EU. These economies are still experiencing major structural problems inherited from communism. A major gap still exists between the income levels and economic structures of the accession states and the existing members of the EU. Trade relations largely involve the exchange of labour-intensive goods produced in Eastern Europe for technology-intensive goods produced in the EU. The export structures of some Central European economies which have attracted foreign direct investment is improving. Romania and Bulgaria have become increasingly dependent on export of labour-intensive goods since the collapse of communism. Will this create a permanent division of labour in an enlarged EU in which some regions of Europe fail to attract investment and become dependent on the export of low-wage goods, with implications for European security?

Book Reconciling the Deepening and Widening of the European Union

Download or read book Reconciling the Deepening and Widening of the European Union written by Steven Blockmans and published by T.M.C. Asser Press. This book was released on 2007 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Each enlargement of the European Communities/Union since 1973 has emphasized the strain that the ‘widening’ puts on the ‘deepening’ of the European integration process. The recent rounds of EU enlargement have stretched the operational capacity of the European Union to the maximum, triggering a debate on the final shape and borders of the Union and prompting the Member States to review the framework of primary law on the basis of the failed Constitutional Treaty. This book explores legal options to reconcile the desire of EU Member States to deepen their cooperation in certain (new) policy fields with the commitments made towards today’s candidate countries to widen the EU, once all membership conditions have been met. Seasoned academics shed light on the absorption capacity of the Union, the current state and future of the enlargement process, alternatives to full membership, new models of governance and cooperation in the EU, as well as the need to further integration in the sphere of the internal market and the fight against trans-border crime. This academic collection is a valuable contribution to the debate that the EU so much needs to reconcile its deepening and widening agendas. Dr. Steven Blockmans is Senior Research Fellow in EU law and Deputy Head of Research at the T.M.C. Asser Instituut, The Hague, The Netherlands. Prof. Dr. Sacha Prechal is Professor of European Law at the Faculty of Law of Utrecht University and one of the directors of its Europa Institute.
