Simultaneously they have sought to build liberal democracies based on market economics, while confronting reassertions of claims for national independence long suppressed. Taking up where his previous book Surge to Freedom ended, J. F. Brown's Hopes and Shadows analyzes the results of the first four years of Eastern Europe's separation from communist rule and the prospects for the future. The forces at work in the midst of this revolution are examined from a perspective that is necessarily both historical and contemporary as the complex relationship between the tasks that face these countries and the legacy of their communist and pre-communist past shape the difficult present. As the usefulness of the designation "Eastern Europe" is itself questioned, Brown provides both regional and country-by-country analysis of the political situation. Nevertheless, one should note that Turkey has only recently faced mass immigration and the number of foreign born has more than doubled in less than five years. Such sudden change in population composition warrants policy adjustments and reviews. Policy shift from "exporting excess labour" in the 1960s and 1970s to immigrant integration today is a drastic but necessary one. Nevertheless, Turkish migration policy is still far from settled as several chapters in this book point out. Despite the exemplary humanitarian engagement in admitting Syrians, Turkey is still at the bottom of the league table of favourable integration policies with an overall score of 25 out of 100. Turkish migration policy is likely to be adjusted further in response to the continuing immigration.

The menu of policies most relevant for Europe’s emerging economies include: reducing regulatory and administrative burdens, promoting transparency and improving government effectiveness, as well as improving tax compliance, automating procedures, and promoting electronic payments.

After the narrowly averted "train crash" over Cyprus in 2006, the second election victory of the Justice and Development Party in July 2007 opened new prospects for Turkish-EU relations. But in an EU emphasising a collective identity based on shared civilisational values, Turkey’s European credentials have been increasingly called into question. Amending national identity through political change has become the key to the success or failure of the Turkish integration project. This volume examines the EU role in strengthening the domestic pro-reform coalition within Turkey, the paradox - and potential limits - of Turkey’s europeanising Islamists, and the impact of Europeanisation through conditionality, including a case study of Turkish policy towards the Cyprus Question. Also addressed are the Western stereotypes of Turkish identity influencing the country’s EU prospects, notably concerning the role of Islam in precipitating acts of political violence and its association with sexual and political violence in the discourse of European opponents of Turkish accession.
