The book addresses theoretical debates over the international dimensions of political change and the EU's characteristics as an international actor. The factors both driving and inhibiting European democracy promotion policies are explored. The book outlines the EU's distinctive bottom-up philosophy, aimed at constructing the socio-economic and ideational foundations for political liberalization, but argues that the EU has in practice failed to develop a fully comprehensive and coherent democracy promotion strategy.

Book excerpt: This book examines the substance of European Union (EU) democracy promotion by comparing it with norms of governance that other international actors promote, among them the United Nations, the United States, the Central and East European EU member states, Russia, China and non-governmental organizations. It aims is to gain a better understanding of the EU’s democracy promotion agenda and to learn more about the (in)distinctiveness of the norms diffused by the EU. Building on a common conceptual chapter, the contributions follow different theoretical approaches and research designs, and focus on a diversity of case studies. The book concludes that in comparison with other international actors, the EU’s conceptual approach to democracy promotion is diffuse, which in turn makes the EU a particularly flexible but also ‘technical’ democracy promoter when it comes to implementation. At the same time, there are limits to flexibility at the level of concepts and frames. This indicates a distinct character of the substance of EU democracy promotion, which can be linked to the nature of the EU polity. This book was published as a special issue of the Cambridge Review of International Affairs.

It is indispensable not to see a connection between both influences, the European one and the soviet or Russian one because of the soviet history of the country. We also should take into consideration the geopolitical aspect of this threefold relationship. The collapse of Communist systems in Central and Eastern European Countries (CEECs) marked a fundamental turning point in their domestic development. The transformation of post-communist systems included not only the partly won democratization of the political systems, but also the transformation of virtually all social subsystems. Over the years, it soon became apparent that the former communist states were performing very differently in this task and achieved very different successes. While in Hungary, Poland, the Czech Republic and the Baltic States, functioning democratic systems and pluralistic societies have been established relatively quickly, many of the states that emerged from the collapse of the Soviet Union remained in stagnation and chaos or developed into authoritarian systems. On the other hand some states evolved from some fundamental steps towards democratization like for example Georgia where the so called Rose Revolution, a peaceful change of power, took place. This revolution allowed the country not only to transition to another political system but also towards a change of Rule of Law in an echo of the European thought. Important to know in this case is that during the Rose Revolution in 2003 and right after this event the European Union (EU) increasingly supported Georgia through a diverse set of measures – especially covering the financial aspect in order to develop a more independent judicial system. Therefore, this paper will focus on the lack of judicial independence as a long-standing problem in Georgia, dating back to Soviet times. The EU is trying to solve this problem with the help of projects and agreements. Georgia is (progressively) approaching the EU by signing an association agreement in 2014 “in which the country undertook to pursue comprehensive reforms, particularly in the areas of democracy, the Rule of Law, human rights and basic civil liberties, good governance, market economy and sustainable development.”

Book excerpt: While the EU has recently upgraded its external democracy promotion policies through a set of initiatives such as the "Partnership for Democracy and Shared Prosperity with the Southern Mediterranean", the proposal for a "European Endowment of Democracy", and the "Strategic Framework and Action Plan on Human Rights and Democracy", there is one challenge that it has not yet addressed: what exactly does it aim to support? This policy brief illustrates that both the conceptualisation of democracy and the means to achieve it remain vague, and explains why this is problematic. It points out the risks that stem from a lack of clear understanding about how human rights, governance, civil society and socio-economic development relate to democratisation. It concludes that the EU should reflect on the substance of its external democracy promotion policies and conceptualise the relationship between the different elements of democracy promotion cited above and democratisation. While ongoing reforms of international democracy promotion should continue, a wider debate on substance could help identify what the EU should support in the future. The EU should also establish a reflective external democracy promotion policy where the assessment of actions on democratic development becomes systematic and is institutionalised.

However, while in some places the EU has a relatively strong record as a supporter of democratic values, it is failing to respond effectively to the emergence of a vastly more challenging environment for democracy promotion. This paper reveals serious limits across three strands of democracy policy - the magnitude of incentives offered in return for democratic change, the degree of critical pressure exerted for democratic reform and the scale of European democracy funding. Even where the EU is building on the initiatives it has pursued for the last two decades, the paper demonstrates that these policies fail to measure up to the challenges posed by the new international context.
