Available in PDF, EPUB and Kindle. Book excerpt: The European structural and investment funds (ESIF) constitute the prime instrument of EU regional policy. We study the ESIF's effectiveness in terms of fostering intra-EU income convergence through investment support to lagging regions. Our empirical results for the period 1997-2007 indicate that the ESIF's contribution to income growth is insignificant or even negative for several peripheral EU regions. We argue that the negative link between funding and regional growth is mainly attributable to spatial spillovers. While the latter may reflect the intensified competition for scarce production factors among highly funded regions in geographical proximity, we also discuss the role played by structural backwardness in a macro-regional context to explain this sobering result. As such, we show that negative funding effects significantly correlate with lower levels of regional institutional quality. Taken together, our findings indicate that unintended distortionary effects restrain EU regional policy from working effectively to foster income convergence.

How can the EU create bridges between these regions? What instruments does the EU have at its disposal and how can it link them in order to respond to the challenges and overcome the current fragmentation? One of the conclusions is the suggestion to consider a pragmatic ‘EU Strategy for the Neighbours of its Neighbours’ which addresses the needs of the broader EU neighbourhood in a more systematic and consistent manner and helps transform in the long run the ‘arc of crisis’ into another ‘ring of friends’.

They have tried to strengthen territorial sovereignty and national security, re-shape collective identities and re-narrate national histories. Former Soviet republics have become new neighbours, partners, and competitors searching for geopolitical identity in the new "Eastern Europe", i.e. the countries left outside the enlarged EU. Old paradigms such as "Eurasia" or "East Slavic civilisation" have been re-invented and politically instrumentalized in the international relations and domestic politics of these countries. At the same time, these old concepts and myths have been contested and challenged by pro-Western elites. Borderlands into Bordered Lands examines the construction of post-Soviet borders and their political, social, and cultural implications. It focuses on the exemplary case of the Ukrainian-Russian border, approaching it as a social construct and a discursive phenomenon. Zhurzhenko shows how the symbolic meanings of and narratives on this border contribute to national identity formation and shape the images of the neighbouring countries as "the Other" thereby shedding new light on the role of border disputes between Ukraine and Russia in bilateral relations, in EU neighbourhood politics and in domestic political conflicts. Zhurzhenko also addresses 'border making' on the regional level, focusing on the cross-border cooperation between Kharkiv and Belgorod and on the dilemmas of a Euroregion 'in absence of Europe': Finally, she reflects the everyday experiences of the residents of near-border villages and shows how national and local identities are performed at, and transformed by, the new border. Book excerpt: Russia's invasion, occupation, and partition of Georgia in August 2008 initially sent shock waves throughout Europe and NATO and appeared to signal a new confrontational phase in Moscow s relations with the West. This volume places the conflict in the context of Russia's broader objectives, its internal weaknesses, the limitations of EU and NATO policies, and America s security priorities. First, the Georgian conflict underscored Moscow's determination to reclaim an extensive zone of dominance corresponding with the former Soviet territories. Second, it displayed a shrewd calculation by the Kremlin about the fractured and ineffective Western response, and Moscow continues to test the Obama administration's rapprochement in pursuing its expansionist ambitions. Third, the 2008 conflict had a lasting impact on the Central-East European and post-Soviet states most exposed to pressures from Moscow. While the former demanded more tangible security guarantees from NATO, the latter either sought accommodation with Russia or intensified their protective strategies. Additionally, beneath the veneer of success, the conduct of the war, the economic recession, escalating separatist sentiments, and faltering attempts by Moscow to make the country more globally competitive revealed Russia's long-term weaknesses in the midst of its attempted neo-imperial restoration. The study concludes with succinct recommendations on how the transatlantic alliance can more effectively handle Russian ambitions and prepare itself to deter or manage future crises
