EU funding is a catalyst for reforms and improvement of the overall conditions in the enlargement countries; playing a key role on their journey to EU membership. The videos show some of the visible results: new job and learning opportunities, improved infrastructure, better environmental protection, enhanced food security, safer borders. These have an impact on both the enlargement region and the EU Member States. An investment in pre-accession assistance is an investment in Europe itself.

Book excerpt: Measures of the Common Agricultural Policy (CAP) that are defined and implemented by the European Union (EU) differ depending on whether or not the country is a member state of the EU. Their realization is carried out on an annual basis through two funds - the European Agricultural Guarantee Fund (EAGF) and the European Agricultural Fund for Rural Development (EAFRD). The purpose of the paper is to show the dynamics of funds paid out from funds in the period of 2012-2016, as well as the planned budgets from 2017 to 2020. However, for non-EU countries, financial assistance is paid from the so-called IPA found (Instrument for Pre-Accession Assistance). Serbia has been granted EU funds successively, depending on whether it has acquired the status of a candidate for EU membership or not. An overview of the funds paid out of the IPA Fund will be divided into two phases: I 2007-2013; II 2012-2013. Given that Serbia has acquired the status of EU membership, funds are also available from the so-called IPARD fund (fifth component of IPA fund).

Book excerpt: Since the early 1990s, the European Union (EU) has been the largest donor to the countries of the Western Balkans -- Albania, Bosnia and Herzegovina (BiH), Croatia, Macedonia, Montenegro, Serbia and Kosovo. Since the late 1990s, the main focus of this engagement has been ensuring political and economic stabilization and the consolidation of democracy and civil society in the region. The need to address the needs and priorities of minority groups was early on identified as a key component in the process of ensuring long-term democratic stabilization. But as this study shows, despite this commitment, neither the CARDS nor the IPA development programme have succeeded in consistently addressing minority issues and supporting civil society organizations (CSOs) representing minority issues, or in having a profound, positive impact on the lives of marginalized minority groups in the region. This study provides a minority-rights focused assessment of the EU's principal development programmes for engagement in the region -- the Community Assistance for Reconstruction, Development and Stabilisation (CARDS) programme (which ran from 2002 until 2006) and the current Instrument for Pre-Accession Assistance (IPA) programme. Drawing on policy and programme documents, as well as material collected by partner organizations in the region during workshops and interviews with minority CSOs, the report assesses the extent to which minority inclusion and protection forms a part of the current IPA strategy and programming, looking particularly at minority participation in public life, access to education and access to employment.

Book excerpt: Ever since civil society organizations were formally recognized as important actors in development processes, significant effort has been put forth in order to incorporate their engagement into aid delivery practices in a consistent and systematic manner. This ongoing endeavor of the international development community should be viewed in the context of the evolution of the concept of ownership, which now comprises wider range of actors, including local communities and civil society. The issue of achieving ownership in development processes is of particular importance in contexts which are still treated as transitional and supported largely by international donor assistance. One such context is subject of this thesis. A research was carried out in order to explore to what extent and in what way the civil society organizations were involved in designing and implementing projects funded through Component I of the EU's Instrument of Pre-accession (IPA) in Serbia in the programming period 2007-2013. The purpose of the research was to provide a stakeholder-based evaluation of the current situation in terms of the level of involvement of civil society in EU-funded projects. The first part of the research was desk-based: after laying out key aspects of the EU's pre-accession assistance and the methodology applied, a review of available documentation pertinent to the involvement of civil society in EU's IPA projects for the period 2007-2013 follows, with information summarized in a SWOT analysis. This analysis was then reassessed and revised in the second part of the research, in view of the findings drawn from the interviews conducted with relevant stakeholders involved in above projects. Finally, the last part of the thesis summarizes key observations and conclusions that resulted from the research and proposes recommendations for an improved planning of the pre-accession assistance in Serbia and a more effective performance of all actors concerned.

Book excerpt: This article argues that there is much confusion surrounding Serbia's landmark decision to engage in a process of normalization with Kosovo. Rather than undergoing a process of Europeanization, whereby a fundamental transformation in the underlying rationale and processes of decision-making occurred, as some have argued, the changes in Serbia's policy are in fact based on material concerns. By tracing relations in the EU-Serbia-Kosovo triangle, the article shows that change in Serbia's approach towards Kosovo is based on pragmatism and political opportunism, rather than absorption, adaptation, convergence or identity formation. What we have witnessed is a more short-term, interest based policy shift serving very specific economic purposes. In conceptual terms, this is better understood as a policy of rationally instrumental 'pre-Accession Europeanization' rather than as a process of adaptive normative Europeanization as more conventionally understood in the literature.
