Book excerpt: This paper reviews evidence on the impact of EU policies on global food security, focusing on four EU policy areas: agricultural policy, bioenergy policy, trade policy, and development (food aid) policy. Old concerns related to the detrimental impact of EU farm subsidies, food aid and tariffs on poor countries' food security. New concerns relate to impacts of EU food standards and bioenergy policies. The EU policies which created the largest distortions on global markets (in the area of trade, agriculture, food aid, and bioenergy) have been substantially reformed over the past decades. Recent global food price fluctuations have also re-emphasized that the impact of EU policies on the poor's food security differ depending on whether these are consumers or producers, or whether countries are exporters or importers. Overall, our review explains that in many areas the impact of EU policies on global food security is less obvious and more complex than often argued.

The time has come to overcome this conventional approach and to look systemically at food security and its complex nature. The JRC Foresight on Global Food Security 2030 brought together a group of experts and stakeholders to develop a vision for food security in 2030. This vision was then challenged in a test of resilience to unexpected occurrences and/or underestimated trends. The entire process was designed to establish a structured and inclusive discussion that could be useful for guiding future EU policies. This report shows that it is essential for Europe to move towards an integrated examination of a much broader landscape. By 2030 and beyond, food security will increasingly be considered as securing food supply in response to changing and growing global demand. Food security is not only a global and systemic challenge, but also an opportunity for the EU to play a role in innovation, trade, health, wealth generation and geopolitics. Better coordination and coherence at EU level are necessary in order to move from a food-security to a food-systems approach. This report calls for an evolution of present-day policies on food security and beyond into a Common Food Systems Policy in which both the systemic and global dimensions of food security are fully incorporated.

As a consequence of the region’s heavy reliance on food imports, the sharp increase in food prices since 2007 and the consequent world food crisis has had macro-economic problems (inflation, trade deficits, fiscal pressure), increased poverty and political instability. This challenge, coupled with the consequences of environmental degradation, water scarcity, urbanization and climate stress, call for the urgent development of sustainable agriculture has mostly been ignored in Euro-Mediterranean relations, due to strong opposition from the EU. However, academics and policymakers have increasingly acknowlendged that agriculture that needs to be placed at the core of Euro-Mediterranean regional cooperation. Given the sensitiveness and strategic importance of agriculture for both shores of the Mediterranean, the IAI and the OCP Policy Center jointly organized a two-day conference in Rabat on November 20-21, 2014, to discuss food security and agriculture challeges in the framework of Euro-Mediterranean relations. The present colume collects the updated and revised versions of the twelve papers that were discussed in that meeting.

Political commitments at world summits on food security, market-based agricultural policies, science-based food safety regulation and voluntary guidelines on the right to food have not ended hunger, malnourishment or food safety crises in our world. The question arises whether food insecurity is a situation that exists in spite of these commitments and legal measures, or rather due to them? This book has three purposes. Firstly, it offers insights in how law, politics and the right to food contribute to food security in both positive and negative ways. For this purpose, different theories, concepts and methodologies from legal, political, anthropological and sociological sciences are used and developed. Secondly, the book explains that food security and food policies cannot be treated as given, at one level or in one domain only. This is done in different ways: by pointing out the emergence of new paradigms on food security, human rights and science that shape food policies; by showing how law and policies at one level affect food security at another level; and by treating food security and food policies as linked to governance regimes of agriculture, food, feed, water or property. This book looks at the existing WTO law and at the new EU free trade agreements with the Caribbean and sub-Saharan Africa through the lens of the human right to adequate food. It shows how the clauses on the import and export of food included in recent free trade agreements limit the capacity of these countries to implement food security policies and to respect their human rights obligations. This outcome appears to be at odds with international human rights law and dismissive of existing human rights references in EU-founding treaties as well as in treaties between the EU and developing states. Yet, the book argues against the conception in human rights literature that there is an inflexible agenda encoded in world trade law which is fundamentally conflictual with non-economic interests. Book excerpt: The Russian war against Ukraine has put at risk a significant share of global food exports, and has contributed significantly to strongly rising global food prices. This has made poor, food-import dependent countries more vulnerable, with potentially serious humanitarian consequences. The crisis also has negative security, migration and foreign policy repercussions for the European Union. The EU and its members have a number of policy levers to address the crisis. These include agricultural, trade, environment, aid, energy, fiscal and foreign policy. However, in the complex interplay of local and global, agricultural and non-agricultural markets, apparently simple solutions can have significant unintended consequences and policy trade-offs must be taken into account. While EU agricultural policy can address the crisis directly by adjusting production, energy policies also have an impact on food security through the complex relationship between the food and energy systems. Energy is an input to food production but also, as bioenergy, competes for agricultural commodities. Fiscal policy can discourage inefficient food consumption and food waste, while trade policy and aid can improve the allocation of agricultural production factors (eg fertilisers) and products. Increasing information sharing on food stocks and building trust are prerequisites for trade policy and diplomacy to limit export restrictions, thus alleviating some of the price pressures on international markets. The crisis highlights food-system fragilities when confronted with global conflicts, climate change and economic shocks. Policies should seek to increase shock-resilience, for example by reducing structural rigidities in production, trade and consumption patterns, and by encouraging sustainable production in import-dependent countries. This is especially important considering that most food production is locally consumed. Only 20 percent of the global cereals volume is traded, making the current shock significant in terms of globally traded volumes (Ukraine represents 10 percent of the global grain market), but not relative to overall volume (Ukraine represents 2 percent of global grain production).
