Book excerpt: By examining a range of policy areas, this book aims to assess and qualify the claim that EU policies towards the Arab Mediterranean after the uprisings are predominantly marked by continuity with the past. This is attributed to the fact that the EU still acts with the aim of maximising its own security by preserving stability in the region. The book explores how security, stability and the link between them – the security-stability nexus – are better understood as the master frame shaping the EU’s approach towards the Southern Mediterranean and how this affects policy enactment. The book shows that the security-stability nexus has at least been reframed in the wake of the uprisings, but also that more change has occurred in the redefinition of the master frame than in its actual enactment. The framing and reframing of the security-stability nexus, before and after the Arab uprisings, depends on the policy area under consideration, the variety of actors involved, and the forms of their involvement. This is also crucially because of the different disposition towards the EU of prominent actors in Arab Mediterranean partner countries, which points towards the EU’s increasing difficulties to achieve its goals in its near abroad. In the following years, this region witnessed deep changes, increased divisions, and even failing states. Meanwhile, Tunisia managed to assert itself as a new democracy. How did this small country manage its democratic transition within such a short period? And what implications has this had for its foreign policy and its role in international politics? This book assesses Tunisia’s transition ‘inside and out’ from four angles: Tunisian polity and politics which provide the framework for its foreign policy since the ‘Arab Spring’; bilateral relations before and after the ‘Arab Spring’; Tunisia’s activism in international organisations as well as their presence in Tunisia; and transnational issues in Tunisia. Drawing on a broad range of primary sources, including authors’ own interview material conducted with politicians and representatives of civil society and international NGOs involved in the transition process, the book shows that since 2011 Tunisia has not only developed fundamentally at the domestic level, but also at the level of external relations. New and old alliances, a broadening of relations, and new activism of civil society and of Tunisia in international organisations certify that Tunisia has the potential to play an increasingly important role regionally as well as internationally. Providing an encompassing picture of Tunisia’s changed role and successful transition from an autocracy to a democracy, the book allows students and scholars in the field to understand the ‘last country standing’ better, a country that both the scientific community and the political scene should not underestimate for the promises it holds.

It especially hit Portugal, Ireland, Italy, Greece, and Spain, countries which have introduced the single currency, the euro. These eurozone countries no longer have monetary policy autonomy, so they do not have the option of devaluation to increase competitiveness. The crisis has shown that the Economic and Monetary Union (EMU) created in 1993, and which led to the single currency in 1999, is faulty. Its built-in asymmetry, with centralised monetary policy and decentralised fiscal policy, should be expected to create problems. Part of the response to the crisis so far has been incremental moves towards fiscal and banking union, which will mean a deepening of European integration at a time when many observers believed that a certain equilibrium had been reached after the entry into force of the Lisbon Treaty in 2009. This book focuses on these developments as well as analysing other economic policies that affect the general economic welfare of the EU, including agriculture, trade and immigration policies. The book puts the eurozone crisis into the wider context of deepening and widening.
