Book excerpt: "The success achieved in stimulating real change in farm ownership, control, and management in some areas, combined with the extremity of the difficulties faced by farms in less-favored areas, point to the need for an active process of policy reformulation to address the problems which are now emerging from the restrcturing process." Agriculture in Kazakhstan is in crisis the majority of farms are insolvent and production has fallen to the lowest level in 30 years. Initial restructuring efforts yielded disappointing results and mostly failed to lead to new patterns of ownership or management. However, since 1998 the government has pursued a more aggressive approach to farm restructuring based on increased reliance on farm bankruptcy. This report reviews the experience of the farm restructuring policies and programs pursued in 1998 and 1999 and draws conclusions for the continuing development of agricultural sector policies. This review forms one of a group of simultaneous agricultural sector studies undertaken by the World Bank at the request of the Government of Kazakhstan. Kazakhstan: A Review of Farm Restructuring reviews the progress to date in the implementation of the government's reform measures which were begun in late 1998. The report is based on a field mission undertaken in April-May 1999, which concentrated primarily on the Northern oblasts and information provided by the staff of the Headquarters of the Ministry of Agriculture in Astana.

Rural-urban migration and low urban mortality rates have contributed to the rapid population growth of cities in many parts of the world. With such rapid growth comes an increasing concentration of poverty in urban areas. In parallel, more countries assign local governments increased responsibility in fighting poverty. With decentralization, the responsibility of local social policy goes beyond the execution of centrally designed and funded education and health programs. In many countries, local policymakers today decide on tax rates, expenditure policies, development of new assistance programs, incentives for local economic development, land and zoning laws, and more. The formulation of pro-poor local policies requires good information analyses. Local governments and their partners have both an opportunity and a need to understand the determinants of poverty and impediments for its reduction. This paper is an introduction to how such local information on poverty can be gathered and analyzed. It provides local policy makers with a broad overview of the type of questions typically asked and answered in 'City Poverty Assessments'. As the nature of poverty differs widely between cities and countries, so will the content of such poverty assessments as they have to be adapted to local needs. This publication will be of interest to city policy makers, international organizations, nogovernmental organizations, and urban practitioners.

Book excerpt: Socially responsible investing (SRI) is an investment approach that combines investors’ financial as well as nonfinancial goals in the security selection process. Technically, investors can engage in SRI either by directly investing in companies that implement corporate social activities or by investing their money in SRI funds, which apply screening criteria to select securities. The screening process applied by the SRI funds has led to controversy among academics regarding whether the use of SRI screens in the security selection process influences the financial performance of the funds. The empirical study analyzes whether or not the screening process applied by such funds influences their financial performance. Previous research mostly has focused on analyzing the performance of SRI equity funds established in the United States. The study at hand not only includes SRI equity funds, but also SRI balanced and fixed income funds established in Europe, the biggest market for SRI globally. The study provides unexpected results that are not only of interest for investors, who want to get a better understanding of the effect on the financial performance of their portfolios in case SRI funds are added. The results are also relevant for SRI fund managers, who are interested in promoting their funds and attracting (new) investors, and for academics, whose research interests are e. g., located in the fields of SRI, fund portfolio performances and market efficiencies.
