Everyone has the right to freedom of expression. This right shall include freedom to hold opinions and to receive and impart information and ideas without interference by public authority and regardless of frontiers. In the context of an effective democracy and respect for human rights mentioned in the Preamble to the European Convention on Human Rights, freedom of expression is not only important in its own right, but it also plays a central part in the protection of other rights under the Convention. Without a broad guarantee of the right to freedom of expression protected by independent and impartial courts, there is no free country, there is no democracy. This general proposition is undeniable. Drawing on a combination of discourse analysis of EU policy documents and evidence from opinion polls showing ‘what the people want’, the book shows EU policy fails because the EU promotes a conception of democracy which people do not share. Likewise, the EU’s strategies for economic development are misconceived because they do not reflect the people’s preferences for greater social justice and reducing inequalities. This double failure highlights a paradox of EU democracy promotion: while nominally emancipatory, it de facto undermines the very transitions to democracy and inclusive development it aims to pursue.
