Book excerpt: In 2000, the first social agenda in the history of the European Union was launched, and the endeavor to combat poverty came increasingly to the forefront as a specific area for EU policy cooperation and coordination. Regrettably, however, little progress has been achieved so far, either at the national or European level. On the contrary, the EU's social fabric is under major stress: convergence in national living standards has halted or reversed while progress in terms of poverty reduction in the last decades has been disappointing in most EU Member States. In Europe, despite high social spending and work-related welfare reforms, poverty often remains a largely intractable problem for policymakers and a persistent reality for many European citizens. In Decent Incomes for All, the authors shed new light on recent poverty trends in the European Union and the corresponding responses by European welfare states. They analyze the effect of social and fiscal policies before, during, and after the recent economic crisis and study the impact of alternative policy packages on poverty and inequality. The volume also explores how social investment and local initiatives of social innovation can contribute to tackling poverty, while recognizing that there are indeed structural constraints on the increase of the social floor and difficult trade-offs involved in reconciling work and poverty reduction. Book excerpt: "Regional economic development is an interest of policymakers throughout the Europe and Central Asia (ECA) region. One of its principal aims is to reduce poverty in lagging regions by stimulating local economic growth. However, problems exist with this approach. First, it may miss the target. Although geographical concentrations of poverty exist, poor people also live in regions that are - on average - rich. Second, the sources of the problem may be misdiagnosed. Poverty is not only related to where people are, but to who people are. In ECA, poverty is associated with low levels of education and people who are too young or too old to participate in the labor force. Under these circumstances, efforts to bring higher wage employment opportunities to poor regions may have little immediate benefit for the people who live there. Third, relying on regional economic development to address poverty in lagging regions ignores the potential role of migration. The emigration of labor, rather than the immigration of capital, may be a more effective means of reducing the poverty of individuals in lagging regions, though this is unlikely to eliminate pockets of poverty quickly. Development opportunities may exist in poor regions that markets have overlooked. Interventions must be assessed carefully. Some of the traditional instruments used to stimulate regional economic growth have mixed track records. Comprehensive, custom-tailored approaches appear to be a promising alternative. However, governments should be modest in using regional development as a tool of poverty reduction. Policies aimed at stimulating growth in poor regions should be complemented by more direct anti-poverty measures, including targeted transfers and investments in education, and efforts to remove barriers to emigration."--World Bank website.

The following paper attempts to examine the coherence of the EU Development Policy, analyzing to what extent has the EU accomplished to translate its broad framework of principles, objectives and instruments into action.

Book excerpt: This book examines the international development policies of five East Central European new EU member states, the Czech Republic, Hungary, Poland, Slovakia and Slovenia. These countries turned from being aid recipients to donors after the turn of the millennium in the run-up to EU accession in 2004. The book explains the evolution subsequent to EU accession and current state of foreign aid policies in the region and the reasons why these deviate from many of the internationally agreed best practices in development cooperation. It argues that after the turn of the millennium, a 'Global Consensus' has emerged on how to make foreign aid more effective for development. A comparison between the elements of the Global Consensus and the performance of the five countries reveals that while they have generally implemented little of these recommendations, there are also emerging differences between the countries, with the Czech Republic and Slovenia clearly aspiring to become globally responsible donors. Building on the literatures on foreign policy analysis, international socialization and interest group influence, the book develops a model of foreign aid policy making in order to explain the general reluctance of the five countries in implementing international best practices, and also the differences in their relative performance.

Even prior to the formulation of the UN Sustainable Development Goals (SDGs), the EU has insisted upon the need for sustainable approaches to poverty reduction and economic growth in the Global South. When examining EU relations with African countries as part of the African, Caribbean and Pacific (ACP) group, however, it becomes clear that the translation of Europe’s sustainability discourse into practice is highly problematic. Notably, there are concerns that the EU’s free market approach to development – embodied in its EPA trade deals – is incompatible with genuine, pro-poor forms of sustainable growth. Moreover, the EU is often seen as a hegemonic actor whose trade and aid interventions in Africa often do more to perpetuate poverty than to ameliorate it. This book casts a critical light on Africa-EU relations with regards to the EU’s sustainability pledges. It does this through looking at an array of issues – not least trade, aid, the environment, and democratic institutions. In this vein, the book poses a challenge to EU trade and development discourse in the era of the UN SDGs. The chapters in this book were originally published as a special issue in Third World Thematics: A TWQ Journal.
