First it seeks to explore whether security cooperation between the EU and China is taking place, and if so, whether it is evenly spread across a number of security dimensions. Second it intends to investigate the underlying motives or drivers that either facilitate or inhibit EU-China security cooperation. Further, it will explain why the EU rather than EU member states is chosen as the unit of analysis, explore the development of EU-China security relations, and illustrate how historical legacies, identity aspects and differences over key issues, such as sovereignty and territorial integrity, affect EU-China security relations. In addition, it will deal with the theoretical and conceptual underpinnings of the study on EU-China security relations, paying particular emphasis to the concepts of diffusion and convergence. Whether or not EU-China security cooperation converges in one of the ten chosen security dimensions will be assessed by the degree of policy conformity the EU and China are able (or unable) to obtain with regard to threat perceptions and policy response thereto. Attention will be devoted to diffusion factors which can affect changes in the perception of threats and response thereof. Among these factors are changes in (geo-political) structure, interests and norms. A further objective of the paper will be to explore whether policy convergence on threat perceptions and response thereto might be a precondition for joint action, or whether practical cooperation can take place without prior policy convergence between the EU and China. The paper will round off with a short section introducing the security dimensions that are being examined in the more detailed study on which this paper is based.

Although the main drivers of EU-China relations remain of an economic kind, meaning primarily concerns with trade, investment and intellectual property issues, the security dimension of the relationship has increased over time and has developed into a vital pillar of EU-China relations. While a lot has been written about EU-China economic affairs, their relationship in the security realm is a controversial and highly debated, yet under-researched issue. This dissertation examines the main drivers towards cooperation in EU-China security relations by applying a mixed comparison approach. Drawing on a combination of rationalist and constructivist explanatory factors it assesses the role of complex interdependence, economic interests, a convergent problem understanding and mutual perceptions in order to explain why EU-China security cooperation takes place despite deepening political tensions. A diachronic comparison investigates temporal patterns, revealing an increase of complex interdependence and a converging understanding of what constitutes security as the main drivers towards security cooperation over time. A synchronic comparison of three security issues, anti-terrorism, anti-piracy/maritime security and climate/energy security, further underlines these findings. In analyzing variation over time and between security issues, the present study provides a comprehensive assessment of EU-China security relations in the context of political tensions and shows why security cooperation takes place against all odds. It provides incentives for further in-depth process research on the roles of the EU and China in different security issues and has practical implications for the orientation of the EU's future China policy

Structurally, renewed U.S.-China security cooperation can be modeled on the program of the 1980s. However, the purpose of the high level visits, functional exchanges, and technological cooperation will no longer be to strengthen a strategic alliance against a common enemy, as it was before, but to contribute to stability in an important region of the world and to achieve U.S. global objectives.

Book excerpt: Reform and governance are of vital interest to both the People’s Republic of China and the European Union (EU). China is facing demographic and environmental challenges and has been experiencing a rapid economic transition. The social tensions arising from these challenges call for a governance system that will allow the Chinese leadership to alleviate social tensions without putting at risk their leadership. A society which is becoming more diverse and facing problems of a global scale that also cause turmoil at the grass roots may be difficult to govern top-down. Notwithstanding the Communist Party of China’s (CPC) grip on Chinese society, there may be ways to integrate public opinion and civil society organisations in governmental decision-making through reforms that do not challenge the current leadership. The EU, on the other hand, faces the same global challenges with a very different and complex governance system. EU foreign and security policy, thus including EU policy towards China, are governed by the EU’s foreign policy principles, which contain, among others, the promotion of democracy, the rule of law and the universality and indivisibility of human rights and fundamental freedoms. How successful can the EU be in advancing these principles when engaging with China, while respecting the Chinese political system? How can the EU and China find common grounds in their governance systems so as to enhance their strategic partnership in order to tackle global issues that need a coordinated approach?
