Book excerpt: The EU budget provides financial support to students, scientists, farmers, NGOs, SMEs, towns, regions and many other beneficiaries in Belgium. The second largest share of EU funding in Belgium is used to support growth and jobs, including research and innovation (€1.8 billion). For example, thanks to EU funding, the Imec Research Centre, headquartered in Leuven, is making significant progress in the treatment of brain diseases such as Alzheimer's and Parkinson's. Other notable EU-supported projects in Belgium include the Trappist-1 discovery of exoplanets by Liège-based scientist Michaël Gillon, the revolutionary adaptation of 3D printing to the fashion and design sector by Materialise in Leuven, and the creation of the Cenaero research centre in Charleroi. Belgium indirectly benefits from the EU budget's administrative expenditure in a substantial way. This is because Belgium hosts many EU institutions, namely the European Commission, the European Council, the European Parliament, the European Economic and Social Committee, and the European Committee of the Regions. The added value of their presence in the country is estimated at €5 billion annually. The third largest share of EU funding in Belgium is for agriculture (€708 million). Thanks to EU funding, the association Groupe d'Actions Locales (GAL) completed a series of studies on the production of biogas by cattle and its exploitation as an energy source for the region.

Book excerpt: The EU budget provides financial support to students, scientists, farmers, NGOs, SMEs, towns, regions and many other beneficiaries in Portugal. Most of the EU funding is for regional policy, for which Portugal receives the fourth highest contribution in the whole EU. Since joining the EU in 1986, Portugal has received €130 billion in regional funds, corresponding to an average of 2.5% of its annual gross domestic product. In addition to regional development and improving the quality of life, this support has improved transport connections with neighbouring countries. For example, Portugal received €67.8 million in EU funding to modernise the Minho railway line (92km) between Nine and Valença on the Spanish border. Book excerpt: The EU budget provides financial support to students, scientists, farmers, NGOs, SMEs, towns, regions and many other beneficiaries in the Netherlands. For example, EU subsidies have supported innovation and sustainability in the Greenport region of Boskoop, famous for its ornamental horticulture. Most of the EU funding is for growth and jobs, with a large chunk going on research and innovation. For example, Ben Feringa, the Nobel prize winner in chemistry, received EU funding. Security and citizenship is the third largest category of EU spending in the Netherlands. In 2018, the Netherlands received around €50 million in EU support to better manage migration and borders. Book excerpt: The EU budget is an important tool that puts EU policies into practice. It finances actions that Member States cannot fund on their own or which they can fund more economically by pooling their resources. The EU budget is adopted through a democratic procedure: it is prepared by the European Commission (the EU's executive body) and is then discussed and agreed by the Council of the EU (representing EU Member States, including Poland) and by the European Parliament (where the democratically elected Polish representatives sit). Once adopted, the budget is then managed either jointly by the EU Member States and the Commission, or directly by the Commission. In practice, 80 % of the EU budget is managed by national or regional governments. Through grants, loans and other forms of financing, the EU budget provides financial support to hundreds of thousands of beneficiaries such as students, scientists, NGOs, SMEs, towns and regions.

Book excerpt: The EU budget provides financial support to students, scientists, farmers, NGOs, SMEs, towns, regions and many other beneficiaries in Italy. The second largest share of EU funding in Italy goes to regional development. For example, the rapid open innovation project, which is partly funded by the EU, is helping improve the competitiveness of small and medium-sized businesses active in eco-building, wood and mechanics in the area near the Austrian border. In Italy, agriculture is the sector that benefits most from EU funding. Between 2014 and 2020, the EU's common agricultural policy will invest around €37.5 billion in Italy's farming sector and rural areas. For instance, a partnership between universities and the public and private sectors in Tuscany has tested an innovative filtering process for producing olive oil. The project (called IVO) ensured high-quality oil was produced, while reducing the environmental impact and economic costs of production. The third largest category of EU spending in Italy is to stimulate economic growth and create jobs, including research.
