Book excerpt: Resisting Europe conceptualizes the foreign policies of Europe—defined as the European Union and its member states—toward the states in its immediate southern “neighborhood” as semi-imperial attempts to turn these states into Europe’s southern buffer zone, or borderlands. In these hybrid spaces, different types of rules and practices coexist and overlap, and negotiations over meaning and implementation take place. This book examines the diverse modalities by which states in the Mediterranean Middle East and North Africa (MENA) reject, resist, challenge, modify, or entirely change European policies and preferences and provides rich empirical evidence of these contestation practices in the fields of migration and border control, banking and finance, democracy promotion, and telecommunications. It addresses the complex question of when and how MENA states capitalize on their leverage and interdependence in their relationships with Europe and contributes to a more comprehensive understanding of Europe–Middle East relations, while engaging with broader debates on power and interdependence, order, and contestation in international relations. While a contribution on the practices of resistance and contestation of MENA states vis-à-vis European policies and preferences in this geopolitically significant region was overdue, this volume leads the way for subsequent studies that seek to overcome the constraints of exceptionalism so characteristic of research of the Middle East, Europe/the European Union, and certainly of their relationship.

Although the death toll has been rising for many years, the EU response remains fragmented and short sighted. Politicians frame these migration flows as an unprecedented crisis and emphasize migration control at the EU's external boundaries. In this context, At Europe's Edge investigates why the EU prioritizes the fortification of its external borders; why migrants nevertheless continue to cross the Mediterranean and to die at sea; and how EU member states on the southern periphery respond to their new role as migration gatekeepers. The book addresses these questions by examining the relationship between the EU and Malta, a small state with an outsized role in migration politics as EU policies place it at the crosshairs of migration flows and controls. The chapters combine ethnographic methods with macro-level analyses to weave together policymaker, practitioner, and migrant experiences, and demonstrate how the Mediterranean is an important space for the contested construction of 'Europe'. This book provides rich insight into the unexpected level of influence Malta exerts on EU migration governance, as well as the critical role migrants and their clandestine journeys play in animating EU and Maltese migration policies, driving international relations, and producing Malta's political power. Book excerpt: By examining a range of policy areas, this book aims to assess and qualify the claim that EU policies towards the Arab Mediterranean after the uprisings are predominantly marked by continuity with the past. This is attributed to the fact that the EU still acts with the aim of maximising its own security by preserving stability in the region. The book explores how security, stability and the link between them – the security-stability nexus – are better understood as the master frame shaping the EU’s approach towards the Southern Mediterranean and how this affects policy enactment. The book shows that the security-stability nexus has at least been reframed in the wake of the uprisings, but also that more change has occurred in the redefinition of the master frame than in its actual enactment. The framing and reframing of the security-stability nexus, before and after the Arab uprisings, depends on the policy area under consideration, the variety of actors involved, and the forms of their involvement. This is also crucially because of the different disposition towards the EU of prominent actors in Arab Mediterranean partner countries, which points towards the EU’s increasing difficulties to achieve its goals in its near abroad. European foreign policy has traditionally been defined by a clear division of labour: southern European member states take the lead in the EU’s southern neighbourhood, while central and northern European countries drive policies in the EU’s eastern neighbourhood. The resulting north-south split has entrenched geo-clientalistic behaviour as a core principle of EU foreign policy-making and has fuelled a static intra-European competition over influence and resources. However, as European power dynamics shift, these old divisions no longer hold and northern and central European countries have been pushed towards a more pro-active role in the region. But what factors are shaping the foreign policies of these countries in the Mediterranean and Middle East? What has been their contribution to common EU polices? And does their growing activism signal an end to old geo-clientalistic division as a core driver of European foreign policy?

In the context of increasing noncommunicable disease (NCD) burden and unhealthy diets, there is a need to continue identifying optimal, evidence-informed diets and interventions for the prevention and control of NCDs. The MD and ND have been identified as region-specific healthy diets. To support decision-makers in shaping context-specific diet and nutrition policies, this review provides a summary of the NCD burden and activities in the Region; outlines the NCD-related health benefits of the MD and ND; describes interventions and policies in 15 countries; reviews four identified studies into the effectiveness of MD and ND policies on NCD outcomes; and discusses policy implications and options. In the context of MD and ND interventions for NCDs, there remains a Region-wide need to increase translation of evidence into action, monitor and evaluate the impact of existing policies on NCD outcomes and share activities through public platforms to support information sharing.
