The purpose of this Handbook is to make the complex political, economic and legal content of the Association Agreement readily understandable. This third edition, published seven years since signature of after entry into force of the Agreement’s implementation is substantially new in content, both updating how Moldova has been implementing the Agreement, and introducing new dimensions (including the Green Deal, the Covid-19 pandemic, cyber security, and gender equality). The Handbook is also up to date in analysing Moldova’s dramatic political swings between the recent pro-Russian and new pro-European presidencies. Two teams of researchers from leading independent think tanks, CEPS in Brussels and the Expert-Grup in Chişinău, collaborated on this project, with the support of the Swedish International Development Agency (Sida). This Handbook is one of a trilogy examining similar Association Agreements made by the EU with Ukraine and Georgia.

Nonetheless, Moldova and the Russia-dominated geopolitics of the Black Sea region receive still relatively little attention in the West. This is all the more surprising as there remain a number of consequential political divisions and unresolved conflicts in the area. One of them is the Transnistria conflict in Moldova.This book is a contribution to the, so far, small research and policy agenda on Moldova, and includes findings of several research trips to Moldova, Transnistria and their neighbouring countries. At first, the study reassesses the Transnistria conflict. Contrary to widely held assumptions, this conflict is found to be mainly based on a clash of elites and geopolitical interests rather than on ethnic tensions. The second part of the book analyses the interests, official position, actual impact and potential role of the EU in Moldova's internal separatist conflict and its related external tensions with Russia. So far, the EU has had a limited involvement in the conflict resolution efforts and in the international relations of Moldova. This book concludes that it is becoming increasingly important and possible for the EU to get effectively involved in this region, but that the scope of EU activities in Moldova and Transnistria depends on the country's relations with, and on the actions in this area of, the United States and Russia. At its end, the study offers recommendations for future EU policies directed at Moldova.

If properly handled, Moldova could serve as the bridgehead of a stronger European impact in the volatile Eastern neighbourhood. Given the window of opportunity currently offered by Russia, Moldova also offers a chance for the EU to test Russia's willingness to cooperate in a pragmatic way in the so-called 'shared neighbourhood'.

Book excerpt: This article analyses the extent to which the European Union (EU) constitutes a normative power in its relations with Moldova. 'Normative power Europe' is examined along three dimensions: (i) normative intent; (ii) normative process; and (iii) normative impact. Our empirical analysis focuses on two norms: democracy and good governance. In addition, we ask how 'normatively' the EU has acted regarding a solution to the Transnistrian conflict. On the basis of our three-dimensional framework, we find that EU normative power can be judged as only moderate in EU-Moldovan relations. As for intent, while norms of democracy and good governance seem to play a central role in EU-Moldovan relations, the Union tends to apply double standards in terms of what it expects from (EU) Member States and what it asks of Moldova, and also seems to be inconsistent in its policies towards Moldova and Ukraine. In terms of process, the degree of inclusiveness on the part of the Union has not been satisfactory. Neither has the extent of reflexivity, but more recently the Commission seems to have developed a more reflexive behaviour. In regards to impact, while norm changes in Moldova have been modest/moderate, it seems that the EU has substantially contributed to these changes.

The European Neighbourhood Policy of 2004, and the subsequent Eastern Partnership of 2009 heralded a new form of relations with the EU’s neighbours – partnership based on joint ownership and shared values – which would complement if not entirely replace the EU’s traditional governance framework used for enlargement. These initiatives have, however, received a mixed response from the EU’s eastern neighbours. The book shows how the key elements of partnership have been forged mainly by the EU, rather than jointly, and examines the idea and application of external governance, and how this has been over-prescriptive and confusing.
