Book excerpt: C.O.OKIDl1 I welcome the opportunity to prepare a Foreword to the book on Environmental Policy and Law in Africa, edited by Kevin R. Gray and Beatrice Chaytor. It is a pleasure to do that because the book is a contribution to the cause of capacity building for development and implementation of environmental law in Africa, a goal towards which I have had an undivided focus over the last two decades. There is still some belief in and outside Africa that for developing countries in general, and Africa in particular, development and implementation of environmental law is not a priority. This belief prevails strongly in many quarters of the industrialised countries. In fact, the view is held either out of blatant ignorance or by some renegade industrialists who fail to appreciate Michael Royston's 1979 thesis that Pollution Prevention Pays.2 That group, for obvious reasons, must have their correspondent counterparts in Africa to provide hope that industries rejected as derelict in the West or inoperable due to rigorous environmental regulation, can find homes to which they can escape and dump their polluting industries.

More recently, work on Environmental Impact Assessment (EIA), particularly on environmental indicators and indices and on a "system engineering approach" to EIA, has started. This approach attempts to move towards "unified" procedures to investigate normal operation and acciclental risks; these are problems concerned within both the EIA Directive 85/337/EEC and the "Seveso" Directive 821501/EEC. In May 1990, a Workshop on "Indicators and Indices for Environmentallmpact Assessment and Risk Analysis" was organized at the JRC, Ispra. The Proceedings of this Workshop (Report EUR 13060 EN, 1990) are a reference document in the fielet This book is based on the papers presented at the Eurocourse EIAl91 held at the JRC, Ispra in the Autumn of 1991. This was the first course on Environmentaiimpact Assessment given in the JRC's Eurocourse series at Ispra. It was a success because of both the high calibre of the lecturers and the weil informed and numerous participants. The work focuses on the broader aspects of EIA, namely: legislation, indicators and indices, approaches and techniques, economic and sociological implications.

The current state of and possible future sediment deposition in reservoirs have been investigated globally with the aid of the ICOLD Register on Dams. The global mean reservoir sedimentation rate was found to be 0.8 % of the original storage capacity per year. The book also investigates the impacts of dams on the ecology related to fluvial morphological changes, and guidelines are proposed to mitigate the impacts on the downstream river morphology. Finally an economical model is presented which considers a life cycle approach for reservoir conservation. Ce CIGB Bulletin 147 traite des impacts morphologiques fluviaux en amont et en aval de la sédimentation des réservoirs et des mesures d'atténuation possibles.
