Book excerpt: Ce travail de thèse a été consacré à l’étude de la formation et transformation des défauts ponctuents induits par différents traitements physico-chimiques : recuits thermiques, insolation visible, ultraviolette (UV) et infrarouge (IR), et irradiation gamma, de différents verres de silice vitreuse. La caractérisation de ces matériaux a été conduite en utilisant deux techniques spectroscopiques : la diffusion Raman et la photoluminescence. Les résultats obtenus dans ce travail sont regroupés en trois parties. La première porte sur l’étude des spectres de photoluminescence sous excitation à 488 nm des verres de silice ayant subis les différents traitements. L’apparition de l’émission à 550 nm se fait au détriment de la bande centrée vers 580 nm qui est blanchie. Ce phénomène est dû au mécanisme de transformation des défauts initialement présents dans le verre et qui est aussi activé par un recuit thermique ou une insolation UV. La deuxième partie est consacrée à l’étude de l’évolution des spectres d’émission sous excitation UV à 244 nm et 325 nm. La dernière partie est dédiée à l’étude par diffusion Raman des modifications structurales induites par l’insolation au laser femtoseconde (800 nm, 1 kHz, 150 fs) et le recuit au laser CO2. Les résultats sont discutés dans le cadre d’une structure discontinue du verre constitué de nanodomaines. Nous avons montré que l’insolation au laser femtoseconde conduit à une meilleure définition des interfaces entre les nanodomaines ainsi qu’à la formation des oxygènes non pontants que nous avons mis en évidence par leur signature en luminescence. Le recuit au laser CO2 a conduit, quant à lui, à la densification des échantillons de silice

The Environmental Protection Agency's decision in the summer of 2001 to delay implementing a new, more stringent standard for the maximum allowable level for arsenic in drinking water generated a great deal of criticism and controversy. Ultimately at issue were newer data on arsenic beyond those that had been examined in a 1999 National Research Council report. EPA asked the National Research Council for an evaluation of the new data available. The committee's analyses and conclusions are presented in Arsenic in Drinking Water: 2001 Update. New epidemiological studies are critically evaluated, as are new experimental data that provide information on how and at what level arsenic in drinking water can lead to cancer. The report's findings are consistent with those of the 1999 report that found high risks of cancer at the previous federal standard of 50 parts per billion. In fact, the new report concludes that men and women who consume water containing 3 parts per billion of arsenic daily have about a 1 in 1,000 increased risk of developing bladder or lung cancer during their lifetime.
