Esta obra, Ética Intercultural, responde al principal desafío que tiene modernamente la razón práctica: validarla para la pluralidad. Los problemas del mundo son los mismos para todos; las soluciones deben serlo también. Y una condición para emprenderlas es tener un entendimiento moral compartido y a la vez respetuoso con la diversidad. Así, una ética común no sólo es posible; es necesaria para un mundo en constante interconexión y permanente descubrimiento de su pluralidad. Una ciudad es hoy un enclave universal. Este libro trata de justificar la necesidad de una ética intercultural y de razonar sus principios. El autor no se contenta con invocar los Derechos Humanos. Ni un pliego de “valores” que tarde o temprano nos revelarán su uso exclusivo para una cultura particular. No nos sirven para una ética universal. La propuesta de Bilbeny es diferente y nueva: es el propio conocimiento humano el que nos suministra los pre-requisitos para entendernos y poder convivir en la diferencia. Basta con estar dispuestos para desarrollarlos y aplicarlos.

La interculturalidad no es solo un problema, es también una posibilidad de convivencia dignificante basada en el reconocimiento de la diversidad. Así, las nociones de dignidad y de derechos humanos no son universales por naturaleza. Pero deben serlo. Y para ello deben interculturalizarse. De allí la necesidad de crear las condiciones subjetivas y objetivas que hagan posible un diálogo intercultural sobre los derechos individuales y colectivos en contextos asimétricos. Entender la construcción dialógica de la universalidad de los derechos humanos como una necesidad ética y social de envergadura nos conduce a reformular nuestra concepción de la ciudadanía. Esta se ejerce básicamente en los espacios de deliberación pública, lamentablemente hoy colonizados por el logocentrismo, la lengua y la cultura hegemónica. Descolonizar dichos espacios para hacerlos inclusivos de la diversidad es una tarea pendiente. Para ello son necesarias las "políticas interculturales de reconocimiento", siempre y cuando se articulen a políticas redistributivas y de representación política tanto afirmativas como transformativas. En ello consiste el interculturalismo como posibilidad.
