Book excerpt: Tracing the centrality of women in the definition of Turkish secularism, this study investigates the 2003 decision to increase the number of women officers employed by the Presidency of Religious Affairs (Diyanet). It explores how, as professional religious officers, the female Diyanet preachers epitomize a pious, modern and highly educated woman whose role in society has been raised to prominence. Based on extensive fieldwork in Turkey, and drawing on a rich ethnography of the activities conducted by Diyanet women preachers in Istanbul, Chiara Maritato disentangles the state's attempt to standardize a multifaceted female religious participation. In using the feminization of the Diyanet as a prism through which to understand the significance of a renewed presence of Islam in the Turkish public realm, she casts light on a broader reformulation of religious services for women and families in Turkey, and pinpoints how this pervasive moral support has been able to penetrate and reshape even secular spaces.

In listening closely to how people talk about their religious practices, the book addresses the question of how Islamic subjectivities are being forged in Turkey. Douglass Prize in Europeanist Anthropology The emergence of an Islamist movement and the startling buoyancy of Islamic political parties in Turkey--a model of secular modernization, a cosmopolitan frontier, and NATO ally--has puzzled Western observers. As the appeal of the Islamist Welfare Party spread through Turkish society, including the middle class, in the 1990s, the party won numerous local elections and became one of the largest parties represented in parliament, even holding the prime ministership in 1996 and 1997. Welfare was formally banned and closed in 1998, and its successor, Virtue, was banned in 2001, for allegedly posing a threat to the state, but the Islamist movement continues to grow in popularity. Jenny White has produced an ethnography of contemporary Istanbul that charts the success of Islamist mobilization through the eyes of ordinary people. Drawing on neighborhood interviews gathered over twenty years of fieldwork, she focuses intently on the genesis and continuing appeal of Islamic politics in the fabric of Turkish society and among mobilizing and mobilized elites, women, and educated populations. White shows how everyday concerns and interpersonal relations, rather than Islamic dogma, helped Welfare gain access to community networks, building on continuing face-to-face relationships by way of interactions with constituents through trusted neighbors. She argues that Islamic political networks are based on cultural understandings of relationships, duties, and trust. She also illustrates how Islamic activists have sustained cohesion despite contradictory agendas and beliefs, and how civic organizations, through local relationships, have ensured the autonomy of these networks from the national political organizations in whose service they appear to act. To illuminate the local culture of Istanbul, White has interviewed residents, activists, party officials, and municipal administrators and participated in their activities. She draws on rich experiences and research made possible by years of firsthand observation in the streets and homes of Umraniye, a large neighborhood that grew in tandem with Turkey’s modernization in the late 20th century. This book will appeal to anthropologists, sociologists, historians, and analysts of Islamic and Middle Eastern politics.

Book excerpt: The headscarf issue draws a great deal of public and academic attention in Turkey, yet the debate largely unfolds within the contours of the discussions over modernization, Westernization, and the Islamic / secular divide. Rarely is there a discussion about how the connotations of the headscarf shift across cleavages of class and status among women wearing it. Instead, the headscarf is typically portrayed as a symbol of Islamic identity, a 'cover' that brackets social inequalities other than those based on a supposed 'clash of identities.' This study looks beyond these contours by contextualizing the headscarf discussion in an insecure and low-status private sector labor market – namely, retail sales. Based on in-depth interviews, focus groups with lower-middle-class saleswomen with headscarves, and ethnographic study in five cities of Turkey, this book argues that the meanings of the headscarf are continuously negotiated within the quest for social and economic security.

In this new contribution to the anthropology of the state, Yael Navaro-Yashin brings recent poststructuralist and psychoanalytic theory to bear on the study of the political. Delving deeper than studies of nationalist discourse that would focus on consciously articulated narratives of political identity, the author explores sites of "fantasy" in the public-political domain of Istanbul. The book focuses on the conflict over secularism in the aftermath of an Islamist victory in the city's municipalities. In contrast with studies that would problematize and objectify religious movements, the author examines the agency of secularists under a state widely known for its "secularist" policies. The complexity and dynamism of the context studied moves well beyond scholarly distinctions between "secularity" and "religion," as well as "state" and "society." Here, secularism and Islamism emerge as different guises for a culture of statism where people from "society" compete to claim "Turkish culture" for themselves and their life practices. With this work that stretches the boundaries of regionalism, the author situates her anthropological study of Turkey not only in scholarship on the Middle East, but also in the broader problem of thinking "Europe" anew.
