In his innovative and persuasive account, Jacques Bertrand argues that conflicts in Maluku, Kalimantan, Aceh, Papua, and East Timur were a result of the New Order's narrow and constraining reinterpretation of Indonesia's 'national model'. The author shows how, at the end of the 1990s, this national model came under intense pressure at the prospect of institutional transformation, a reconfiguration of ethnic relations, and an increase in the role of Islam in Indonesia's political institutions. It was within the context of these challenges, that the very definition of the Indonesian nation and what it meant to be Indonesian came under scrutiny. This event and subsequent attacks on foreign targets in Bali and Jakarta in 2003, 2004, and 2005 brought Indonesia into the global media spotlight as a site of Islamist terrorist violence. Yet the complexities of political and religious struggles in Indonesia, the most populous Muslim country in the world, remain little known and poorly understood in the West. In Riots, Pogroms, Jihad, John T. Sidel situates these terrorist bombings and other "jihadist" activities in Indonesia against the backdrop of earlier episodes of religious violence in the country, including religious riots in provincial towns and cities in 1995-1997, the May 1998 riots in Jakarta, and interreligious pogroms in 1999-2001. Sidel's close account of these episodes of religious violence in Indonesia draws on a wide range of documentary, ethnographic, and journalistic materials. Sidel chronicles these episodes of violence and explains the overall pattern of change in religious violence over a ten-year period in terms of the broader discursive, political, and sociological contexts in which they unfolded. Successive shifts in the incidence of violence-its forms, locations, targets, perpetrators, mobilizational processes, and outcomes-correspond, Sidel suggests, to related shifts in the very structures of religious authority and identity in Indonesia during this period. He interprets the most recent "jihadist" violence as a reflection of the post-1998 decline of Islam as a banner for unifying and mobilizing Muslims in Indonesian politics and society. Sidel concludes this book by reflecting on the broader implications of the pattern observed in Indonesia both for understanding Islamic terrorism in particular and for analyzing religious violence in all its varieties.

What began as local conflicts between migrants and indigenous people over administrative boundaries spiraled into a religious war pitting Muslims against Christians and continues to influence communal relationships more than a decade after the fighting stopped. Christopher R. Duncan spent several years conducting fieldwork in North Maluku, and in Violence and Vengeance, he examines how the individuals actually taking part in the fighting understood and experienced the conflict. Rather than dismiss religion as a facade for the political and economic motivations of the regional elite, Duncan explores how and why participants came to perceive the conflict as one of religious difference. He examines how these perceptions of religious violence altered the conflict, leading to large-scale massacres in houses of worship, forced conversions of entire communities, and other acts of violence that stressed religious identities. Duncan’s analysis extends beyond the period of violent conflict and explores how local understandings of the violence have complicated the return of forced migrants, efforts at conflict resolution and reconciliation.

Book excerpt: Why does religion become a fault line of communal violence in some pluralistic countries and not others? Under what conditions will religious identity - as opposed to other salient ethnic cleavages - become the spark that ignites communal violence? Contemporary world politics since 9/11 is increasingly marked by intra-state communal clashes in which religious identity is the main fault line. Yet, violence erupts only in some religiously pluralistic countries, and only in some parts of those countries. This study argues that prominent theories in the study of civil conflict cannot adequately account for the variation in subnational identity-based violence. Examining this variation in the context of Nigeria's pluralistic north-central region, this book finds support for a new theory of power-sharing. It finds that communities are less likely to fall prey to a divisive narrative of religious difference where local leaders informally agreed to abide by an inclusive, local government power-sharing arrangement.

With their diverse religions and ethnic communities, the Southeast Asian countries of Malaysia, Singapore, and Indonesia have grappled with this problem since achieving independence after World War II. Each country has on occasion been torn by violence over the proper terms for accommodating pluralism. Until the Asian economic crisis of 1997, however, these nations also enjoyed one of the most sustained economic expansions the non-Western world has ever seen. This timely volume brings together fifteen leading specialists of the region to consider the impact of two generations of nation-building and market-making on pluralism and citizenship in these deeply divided Asian societies. Examining the new face of pluralism from the perspective of markets, politics, gender, and religion, the studies show that each country has developed a strikingly different response to the challenges of citizenship and diversity. The contributors, most of whom come Southeast Asia, pay particular attention to the tension between state and societal approaches to citizenship. They suggest that the achievement of an effectively participatory public sphere in these countries will depend not only on the presence of an independent "civil society," but on a synergy of state and society that nurtures a public culture capable of mediating ethnic, religious, and gender divides. Contrary to existing theory that posits the superiority of proportional representation (PR) rules on public-goods provision, this book argues that electoral rules function differently given the underlying ethnic structure. In countries with low ethnic salience, PR has the same positive effect as in past theories. In countries with high ethnic salience, the geographic distribution of ethnic groups further matters: where they are intermixed, PR rules are worse for health outcomes; where they are isolated, neither rule is superior. The theory is supported through a combination of careful analysis of electoral reform in individual country cases with numerous well-designed cross-country comparisons. The case studies include Thailand, Mauritius, Malaysia, Botswana, Burma and Indonesia. The theory has broad implications for electoral rule design and suggests a middle ground in the debate between the Consociational and Centripetal schools of thought.
