Book excerpt: More than two decades after the break-up of the Soviet Union, Central Asian republics—Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan—continue to reexamine and debate whom and what they represent. Nationalism and Identity Construction in Central Asia explores the complex and controversial process of identity formation in the region using a “3D” framework, which stands for “Dimensions”, “Dynamics,” and “Directions” of nation building. The first part of the framework—dimensions—underscores the new and complex ways in which nationalisms and identities manifest themselves in Central Asia. The second part—dynamics—is premised on the idea that nationalisms and identity construction in the Central Asian republics may indicate some continuities with the past, but are more concerned with legitimation of the present power politics in these states. It calls for the identification of the main actors, strategies, tactics, interests, and reactions to the processes of nationalism and identity construction. The third part of the framework—directions—addresses implications of nationalisms and identity construction in Central Asia for regional and international peace and cooperation. Jointly, the chapters of the volume address domestic and international-level dimensions, dynamics, and directions of identity formation in Central Asia. What unites these works is their shared modern and post-modern understanding of nations, nationalisms, and identities as discursive, strategic, and tactical formations. They are viewed as “constructed” and “imagined” and therefore continuously changing, but also fragmented and contested.

In his rich "biography" of the boundary, he employs a combination of political, cultural, historical, ethnographic, and geographic frames to shed new light on nation-building process in this volatile and geopolitically significant region. Megoran draws on twenty years of extensive research in the borderlands via interviews, observations, participation, and newspaper analysis. He considers the problems of nationalist discourse versus local vernacular, elite struggles versus borderland solidarities, boundary delimitation versus everyday experience, border control versus resistance, and mass violence in 2010, all of which have exacerbated territorial anxieties. Megoran also revisits theories of causation, such as the loss of Soviet control, poorly defined boundaries, natural resource disputes, and historic ethnic clashes, to show that while these all contribute to heightened tensions, political actors and their agendas have clearly driven territorial aspirations and are the overriding source of conflict. In this revelatory investigation of the true impact of globalization, Yale Law School professor Amy Chua explains why many developing countries are in fact consumed by ethnic violence after adopting free market democracy. Chua shows how in non-Western countries around the globe, free markets have concentrated starkly disproportionate wealth in the hands of a resented ethnic minority. These “market-dominant minorities” – Chinese in Southeast Asia, Croatians in the former Yugoslavia, whites in Latin America and South Africa, Indians in East Africa, Lebanese in West Africa, Jews in post-communist Russia – become objects of violent hatred. At the same time, democracy empowers the impoverished majority, unleashing ethnic demagoguery, confiscation, and sometimes genocidal revenge. She also argues that the United States has become the world’s most visible market-dominant minority, a fact that helps explain the rising tide of anti-Americanism around the world. Chua is a friend of globalization, but she urges us to find ways to spread its benefits and curb its most destructive aspects.

It politically homogenized Serbs of Bosnia-Herzegovina, mobilized them for the Bosnian War, and violently carved out a new geopolitical unit, known today as Republika Srpska. Through innovative and in-depth analysis of the Party’s discourse that makes use of the recent literature on affective cognition, the book argues that the movement’s production of existential fears, nationalist pride, and animosities towards non-Serbs were crucial for creating Serbs as a palpable group primed for violence.
