Mason and Rhonda Williams Many economists are willing to accept that race is a significant factor in US eco nomic and social affairs. Yet the professional literature displays a peculiar schizo phrenia when faced with the task of actually formulating what race means and how race works in our political economy. On the one hand, race matters when the dis cussion is focused on anti-social behavior, social choices, and undesired market outcomes. Inexplicably, African Americans are more likely to prefer welfare, lower labor force participation, and unemployment. On the other hand, race does not matter when the subject of discussion is economically productive or socially accept able activities and legal market choices (for example, wages and employment). This Janus-faced construction of race is maintained by economists' stubborn ad herence to the market power hypothesis. The market power hypothesis asserts that racial discrimination and market competition are inversely correlated. Discrimina tory behavior will persist only in those sectors of society where the competitive forces of the market are least operative. When applied to the labor market, the mar ket power hypothesis suggests that pre- and post-labor market decisions represent disjoint sets. On average, members of a disadvantaged social group may accumulate a lower amount of or a lower quality of productive attributes because of discrimina tion in marital, residential, or school choice, or because of substantial animosity in day-to-day interpersonal relations with members of a privileged group.

Book excerpt: In the second chapter we examine whether ethnicity plays a significant role in inter-generational transfer of human capital. Relying on heteroskedasticity to identify parameters in presence of endogeneity, we revisit the Borjas ethnic capital hypothesis. In line with the literature, we find evidence that the OLS estimates of the effect of parental human capital on the children's educational attainment is biased upwards. The same is true for the estimates of the effects of the ethnic capital on intergenerational transmission of education. We also find that while parental capital has a relatively constant effect over time, the effect of ethnic capital has declined over the years. Interestingly, we also find evidence that women benefit from the quality of their ethnic environment while men appear to be unaffected by it.

With the arrival of large numbers of nonwhite immigrants in recent decades, blacks now represent less than 50 percent of the U.S. minority population. Immigration and Opportunity reveals how immigration has transformed relations between minority populations in the United States, creating new forms of labor market competition between native and immigrant minorities. Recent immigrants have concentrated in a handful of port-of-entry cities, breaking up established patterns of residential segregation,and, in some cases, contributing to the migration of native blacks out of these cities. Immigrants have secured many of the occupational niches once dominated by blacks and now pass these jobs on through ethnic hiring networks that exclude natives. At the same time, many native-born blacks find jobs in the public sector, which is closed to those immigrants who lack U.S. citizenship. While recent immigrants have unquestionably brought economic and cultural benefits to U.S. society, this volume makes it clear that the costs of increased immigration falls particularly heavily upon those native-born groups who are already disadvantaged. Book excerpt: It is generally expected that immigrants do not fare as well as the native-born in the U.S. labor market. The literature also documents that Blacks experience lower labor market outcomes than Whites. This paper innovates by studying the interaction between race and immigration. The study compares the labor market outcomes of four racial groups in the United States (Whites, Blacks, Asians, and Hispanics) interacted with their foreign born status, using the Integrated Public Use Micro Data Series data for the 2000 Census. Among women and for labor market outcomes such as labor force participation, employment, and personal income, the foreign born are doing worse than the native born from the same racial background, with the exception of Blacks. Among men, for labor force participation and employment, foreign-born Blacks are doing better than native Blacks. The paper tests different possible explanations for this "reversal" of the advantage of natives over immigrants among Blacks. It considers citizenship, ability in English, age at and time since arrival in the United States, as well as neighborhood effects, but concludes that none of these channels explains or modifies the observed reversal.

Book excerpt: Using data from the European Social Survey on most European countries, we look at the relationship between ethnic identity and employment prospects for immigrants from non-European countries. We find that a strong attachment to religion is associated with a lower probability of being employed. When we differentiate between first and second generations of immigrants, our evidence reveals signs of a cultural and economic integration of immigrants in Europe. However, when an extreme ethnic sentiment is preserved, the employment penalty is amplified. Our results also suggest that the strength of a person's ethnic identity and its relationship with employment prospects may depend on the type of integration policy performed in the country where the immigrant lives. In particular, labor-market policies and family-reunion policies seem to facilitate the labor-market access to immigrants coming from non-European countries.

Book excerpt: With more than 29 million confirmed cases of Covid-19 in the U.S. and 119 million cases worldwide, the pandemic has affected companies, households and the global economy. We explore the effect of this health and economic shock on labor market outcomes, and the changes in labor market disparities between ethnic groups and genders. The results provide evidence of an adverse effect of Covid-19 on labor market outcomes of all demographic groups, a widening gap between the employment prospects of minorities and whites, but no change in the earnings gaps between racial and ethnic groups. We also do not find a deterioration of the differentials between genders. The findings have implications related to the priorities of policy decision makers when implementing policies to combat race and ethnic, and gender gaps in the labor market.
