Raza Studies: The Public Option for Educational Revolution offers the first comprehensive account of this progressive—indeed revolutionary—program by those who created it, implemented it, and have struggled to protect it. Inspired by Paulo Freire’s vision for critical pedagogy and Chicano activists of the 1960s, the designers of the program believed their program would encourage academic achievement and engagement by Mexican American students. With chapters by leading scholars, this volume explains how the program used “critically compassionate intellectualism” to help students become “transformative intellectuals” who successfully worked to improve their level of academic achievement, as well as create social change in their schools and communities. Despite its popularity and success inverting the achievement gap, in 2010 Arizona state legislators introduced and passed legislation with the intent of banning MAS or any similar curriculum in public schools. Raza Studies is a passionate defense of the program in the face of heated local and national attention. It recounts how one program dared to venture to a world of possibility, hope, and struggle, and offers compelling evidence of success for social justice education programs.

Book excerpt: The historical record prior to 1970 clearly shows the failure of the U.S. government to protect Indian interests or to honor its treaty obligations as mandated under the Constitution. In the 1970s, however, a radical reversal in U.S. policy took place. That policy change--and how and why it happened--is the subject of the present study. Focusing on policy-making processes at the national level, Emma Gross examines the various contributing factors and explores several theoretical models as a framework for understanding the federal government's new emphasis on promoting self-determination and protecting Indian rights and resources. The study is based on case analyses of major legislation enacted during the 1970s in areas such as land claims, restoration, health, education, and child welfare. Following an analysis of the failures of earlier American Indian policy, Professor Gross considers the elements that affected the policy shift. She looks at the constitutional mandate and the role of legal protections, and discusses self-determination ideology, which became an operative force in generating support for policies reflecting Indian preferences. The importance of federal spending for domestic programs is considered, together with presidential initiatives, congressional advocacy, and the role of Indian leaders and organizations functioning as a special interest group. In assessing future prospects for the Indian political agenda, Professor Gross stresses the need for Indians as a group to continue pursuing their policy goals and objectives through the mechanisms of democractic participation. The first analysis to clarify the empirical basis of U.S. policy-making in this area, Professor Gross's book is relevant to a variety of specialities in political science, as well as the fields of ethnic studies, social work, education, American political history, and sociology.

Book excerpt: This study sought to create a holistic picture of ethnic studies as it relates to education through the voices and experiences of scholars who bridge ethnic studies and education. It examines ethnic studies through the conceptual lens of safety zone theory (Lomawaima & McCarty, 2006). At the heart of safety zone theory (SZT) is the concept that historically the U.S. federal government (and to an extent society as a result of this governmental framing) has designated certain elements of minority cultures as "safe" and other elements as "divisive." SZT was originally applied to examine federal Indian education policy in the U.S. In this study, I expand that application to other minority and immigrant cultures within the United States. This research is significant because despite the minority population growth in the United States public school curricula typically only make reference to such groups and their histories as a minimal side note (Loewen, 2007; U.S. Census, 2013; Zinn, 2003). For example, in 2010 the Arizona state legislature declared ethnic studies illegal on the grounds that it allegedly promotes "anti-American sentiments" (A.R.S. 15112). Using Seidman's (2013) three-part interview protocol, leading figures in the field of ethnic studies as it relates to education were interviewed to gain their perspectives on the "life story" of this field. Again following Seidman's (2013) protocol, narrative profiles were crafted for each participant. The profiles were analyzed individually for emerging themes; this was followed by a cross-case analysis. This multilevel qualitative analysis yielded a larger narrative of ethnic studies that helps us to understand its past and envision its future. My hope is that this research impacts future policy on ethnic studies and current curricula, particularly in states and school districts making decisions on the importance and need of ethnic studies as a part of the curriculum. Also, the research can aid preservice teachers and principals in learning to see the fullness of their students, the places they come from, and the value and funds of knowledge that they bring to the classroom. I also hope that this is the beginning of more studies on the impact of individual stories and the stories as a collective in regards to race and ethnicity. Demographics within the United States are changing at a rapid pace, and school is children's introduction to society. As a mini-society/community, there is a responsibility to model what they are going step into in real life.

What do we mean, and what do we understand, when we use the five standard race-ethnic categories: White, Black, Asian, Native American, and Hispanic? Most federal and state data collection agencies use these terms without explicit attention, and thereby create categories of American ethnicity for political purposes. Davora Yanow argues that "race" and "ethnicity" are socially constructed concepts, not objective, scientifically-grounded variables, and do not accurately represent the real world. She joins the growing critique of the unreflective use of "race" and "ethnicity" in American policymaking through an exploration of how these terms are used in everyday practices. Her book is filled with current examples and analyses from a wealth of social institutions: health care, education, criminal justice, and government at all levels. The questions she raises for society and public policy are endless. Yanow maintains that these issues must be addressed explicitly, publicly, and nationally if we are to make our policy and administrative institutions operate more effectively.

The workshop presentations featured the perspectives of data users, health care providers, insurance plan representatives, state and local public health officials, and regulatory officials. Participants assessed policies, practices, barriers, and opportunities for collecting racial and ethnic data in their settings, and explored ways that private and state systems can be improved to address data needs. In preparation for the workshop, the panel commissioned four background papers to fill gaps in knowledge of private-sector and state government policies and practices and to address the importance of racial and ethnic data collection. The panel is also examining the role of socioeconomic status regarding health and health care disparities. However, the workshop intended to focus only on racial and ethnic data collection. The panel's final report will contain a full consideration of the collection of racial, ethnic, and socioeconomic status data.
