Book excerpt: Following 9/11, the securitization of state practices and policies has chipped away at the citizenship and personal rights of all Canadians, particularly those of Arab descent. This book argues that, in a securitized global context and through racialized immigration and security policies, Arab Canadians have become “targeted transnationals.” Negative media representations have further legitimized their homogenization and racialization. With an eye to the implications for human rights, multiculturalism, and integration, the contributors to this book draw on qualitative interviews, policy, and media analysis to examine state practices towards, and media representations of, Arab Canadians. They also present voices that counter the dominant discourse and trace forms of community resistance to the racialization of Arab Canadians. Targeted Transnationals concludes with reflections on the challenges to integration, and the relevance of multiculturalism in the context of globalization and transnationalism.

Several factors have influenced the undertaking of this project by the editors. First, an international volume focusing on gender and mathematics has not appeared since publication of papers emerging from the 1996 International Congress on Mathematical Education (Keitel, 1998). Surely it was time for an updated look at this critical area of mathematics education. Second, we have had lively discussion and working groups on gender issues at conferences of the International Group for the Psychology of Mathematics Education [PME] for the past four years, sessions at which stimulating and ground-breaking research has been discussed by participants from many different countries. Some publication seemed essential to share this new knowledge emerging from a wider variety of countries and from different cultural perspectives. Third, some western countries such as Australia and the USA have experienced in recent years a focus on the “boy problem,” with an underlying assumption that issues of females and mathematics have been solved and are no longer worthy of interest. Thus it seemed timely to look more closely at the issue of gender and mathematics internationally. When the idea for this volume first emerged, invitations were issued to those regularly attending the working and discussion groups at PME. Potential authors were charged to focus on gender issues in mathematics and were given wide scope to hone in on the issues that were central to their own research efforts, or were in receipt or in need of close attention in their own national or regional contexts.

This is the central question addressed in this book. What are the political and social factors that have helped to create these historical exclusions, in terms of endangerment and loss of traditional languages? What are the global influences on the local landscape of languages and linguistic rights? What are the implications for cultural heritage and identity? In analyzing these questions and reporting on research in an array of countries, the chapter authors also suggest ways forward toward designing more inclusive policies and practices in educational contexts, whether in the context of obligatory schooling or in less formal educational contexts. UNESCO estimates that at least 43% of the estimated 6000 languages spoken in the world are endangered. Such statistics remind us that the linguistic diversity that characterizes the human condition is a fragile thing, and that certain languages need to be cultivated if they are to survive into the 21st century and beyond. The chapters in this volume originated as presentations at the XV World Congress of Comparative Education Societies (Buenos Aires, Argentina, 2013). Neither the post 9/11 emphasis on international border security nor anti-immigration and anti-multiculturalism movements have affected the fifty year trend of increasing labour mobility and sustained levels of migration. The ethnic pluralism accompanying this powerful trend has fueled academic research and public debate. Contributors report on and develop a conceptualization of ethnic social incorporation and multiculturalism in Canada, the United States, Germany, Greece, Bulgaria and Italy. This group of countries displays a remarkable variety of both ethnic diversity and public policy responses to ethnic social incorporation over the past four decades. It includes two countries (Canada and the United States) built upon very large-scale immigration over the course of more than a century, two countries (Greece and Italy) which until recently were characterized by large-scale emigration but now are grappling with immigration, one country (Bulgaria) that was until the 1990s insulated from extensive migration and faces a demographic slump, and one (Germany) that has experimented with isolating temporary populations but is now addressing the responsibilities of permanent immigration.
