Book excerpt: Ethnic conflict is an elemental force in international politics and a major threat to regional security and stability. Ethnicity as a source of conflict has deep historic roots. Many such conflicts lay dormant, suppressed by the Soviet empire or overshadowed by the ideological competition of the cold war. Both protagonists in the cold war demonstrated unwarranted optimism about their ability to defuse ethnicity and ethnic conflict. Marxists believed that ethnicity would give way to "proletarian internationalism." Social class and economic welfare would determine both self-identity and loyalty to political institutions that would transcend ethnic identification or religious affiliation. Western democracies assumed that "nation building" and economic development were not only vital components in the strategy to contain communist expansion, but that capitalism, economic prosperity, and liberal democratic values would also create free societies with a level of political development measured by loyalty to the state rather than to the narrower ethnic group. Instead, the goals of assimilation and integration within the larger context of economic and political development are being replaced by violent ethnic corrections to artificially imposed state boundaries. The Balkan and Transcaucasian conflicts, for example, are ancient in origin and have as their object the territorial displacement of entire ethnic groups. Such conflicts by their nature defy efforts at mediation from outside, since they are fed by passions that do not yield to "rational" political compromise. They are, as John Keegan describes in his most recent study of war, "apolitical" to a degree for which Western strategists have made little allowance.1 The demise of European communism and the Russian empire has unleashed this century's third wave of ethnic nationalism and conflict. The first came in the wake of the collapsing Ottoman, Russian, and Austro-Hungarian empires which came to a climax after World War I; the second followed the end of European colonialism after World War II.

Book excerpt: This report is the final product of a year-long project entitled "Ethnic Conflict and the Processes of State Breakdown: Improving Army Planning and Preparation," which sought to help Army intelligence analysts who monitor intrastate (including ethnically based) conflict potential around the world. The work of these analysts has grown more important since the end of the Cold War, as the U.S. Army has become increasingly engaged in peacekeeping and peace enforcement operations aimed at preventing, quelling, or dealing with the consequences of ethnic or communitarian strife in Somalia, Rwanda, Macedonia, and Bosnia-Herzegovina. Facing the serious prospect of further involvement in such conflicts in the years ahead, the Army has to grapple with the problem of what such intrastate operations imply for its training, equipping, doctrine, and deployment. While the primary mission of the Army and the U.S. armed forces in general will remain the fighting of wars and protecting U.S. interests in the world, peace operations (ranging from traditional peacekeeping, to peace enforcement, to humanitarian assistance) will place increasing demands on the U.S. armed forces in the next 10-15 years, with the Army (and the Marines) most affected. To put it bluntly, there "will be more Somalias, Rwandas, Haitis and Burundis in the future, " and the Army will be called upon to deal with some of them. Since the end of the Cold War, the Army has been called upon 25 times to conduct peacekeeping and other humanitarian missions and, as the Army Chief of Staff General Dennis Reimer recently noted, "that is a 300 percent increase and that trend is expected to continue."

Even Western Europe is not immune from ethnic tensions and crises. The resurgence of ethnic animosities in Europe has substantial consequences for the United States, which has a vital interest in maintaining peace and stability in Europe. Because ethnic conflict potentially represents a significant threat to those national objectives, a strong likelihood exists that the United States will continue to be involved in efforts to prevent or resolve ethnically motivated violence. The purpose of this study, therefore, is to help prepare soldiers, policymakers, and statesmen for future U.S. involvement in ethnic conflict in Europe. The study offers a brief explanation of the strategic significance of ethnic conflict in Europe. It next provides a primer on ethnicity, and then acquaints policymakers with the historical and proximate sources of ethnic conflict in Europe. The report next identifies and analyzes the spectrum, patterns, and special characteristics of ethnic conflict. The difficulties inherent in crafting policy options, to include strategic objectives and political and military concepts, are then addressed. The study next assesses the implications of ethnic conflict in Europe for the U.S. Army. Brief recommendations for policymakers and their advisors close the report. While this report focuses on Europe, it bears noting that many of the insights and recommendations apply to ethnic conflict in other regions of the world. The Strategic Studies Institute is pleased to offer this study as a contribution toward a greater understanding of the complexities of ethnic conflict.

This report, the first of a two-volume study, focuses on helping the Army identify the issues and some of the answers associated with the currents and changes in intrastate conflict. Its principal contribution is its use of speculative "case studies" of future conflicts that might involved the United States in general and the U.S. Army in particular.
