Two broad polarities are evident: one inclusive of minorities, regarding them as part of the nation’s rich complexity and a manifestation of its “Unity in Diversity” motto; the other exclusive, viewing with suspicion or disdain those communities or groups that differ from the perceived majority. State and community attitudes towards minorities have fluctuated over time. Some periods have been notable for the acceptance of minorities and protection of their rights, while others have been marked by anti-minority discrimination, marginalisation and sometimes violence. This book explores the complex historical and contemporary dimensions of Indonesia’s religious, ethnic, LGBT and disability minorities from a range of perspectives, including historical, legal, political, cultural, discursive and social. It addresses fundamental questions about Indonesia’s tolerance and acceptance of difference, and examines the extent to which diversity is embraced or suppressed.

The country's demographic and political transitions have resulted in an emerging need to better understand the ethnic composition of Indonesia. This book aims to contribute to that need. It is a demographic study on ethnicity, mostly relying on the tabulation provided by the BPS (Badan Pusat Statistik; Statistics-Indonesia) based on the complete data set of the 2010 population census. The information on ethnicity was collected for 236,728,379 individuals, a huge data set. The book has four objectives: To produce a new comprehensive classification of ethnic groups to better capture the rich diversity of ethnicity in Indonesia; to report on the ethnic composition in Indonesia and in each of the thirty three provinces using the new classification; to evaluate the dynamics of the fifteen largest ethnic groups in Indonesia during 2000-2010; and to examine the religions and languages of each of the fifteen largest ethnic groups.

The way such matters are understood is partly rooted in ideas developed by racial scientists working in the Netherlands Indies beginning in the late nineteenth century, who tried to develop systematic ways to define and identify distinctive races. Their work helped spread the idea that race had a scientific basis in anthropometry and craniology, and was central to people’s identity, but their encounters in the archipelago also challenged their ideas about race. In this new monograph, Fenneke Sysling draws on published works and private papers to describe the way Dutch racial scientists tried to make sense of the human diversity in the Indonesian archipelago. The making of racial knowledge, it contends, cannot be explained solely in terms of internal European intellectual developments. It was "on the ground" that ideas about race were made and unmade with a set of knowledge strategies that did not always combine well. Sysling describes how skulls were assembled through the colonial infrastructure, how measuring sessions were resisted, what role photography and plaster casting played in racial science and shows how these aspects of science in practice were entangled with the Dutch colonial Empire.

Seeing Beauty, Sensing Race explores Indonesia’s changing beauty ideals and traces them to a number of influences: first to ninth-century India and some of the oldest surviving Indonesian literary works; then, a thousand years later, to the impact of Dutch colonialism and the wartime occupation of Japan; and finally, in the post-colonial period, to the popularity of American culture. The book shows how the transnational circulation of people, images, and ideas have shaped and shifted discourses and hierarchies of race, gender, skin color, and beauty in Indonesia. The author employs “affect” theories and feminist cultural studies as a lens through which to analyze a vast range of materials, including the Old Javanese epic poem Ramayana, archival materials, magazine advertisements, commercial products, and numerous interviews with Indonesian women. The book offers a rich repertoire of analytical and theoretical tools that allow readers to rethink issues of race and gender in a global context and understand how feelings and emotions—Western constructs as well as Indian, Javanese, and Indonesian notions such as rasa and malu—contribute to and are constitutive of transnational and gendered processes of racialization. Saraswati argues that it is how emotions come to be attached to certain objects and how they circulate that shape the “emotionscape” of white beauty in Indonesia. Her ground-breaking work is a nuanced theoretical exploration of the ways in which representations of beauty and the emotions they embody travel geographically and help shape attitudes and beliefs toward race and gender in a transnational world.

It was only after it was agreed that ethnicity, in itself, is subject to change, were the questions of how and why it changes, possible to answer. This multiplicity of ethnic identities requires that we think of each society as one with multiple ethnic dimensions, of which any can become activated in the process of political competition - and sometimes several of them within a short period of time. Focusing on Malaysia and Indonesia, this book traces the variations of ethnic identity by looking at electoral strategies in two sub-national units. It shows that ethnic identities are subject to change - induced by calculated moves by political entrepreneurs who use identities as tools to maximize their chances of winning elections or expanding support base - and highlights how political institutions play an enormous role in shaping the modes and dynamics of these ethno-political manipulations. The book suggests that in societies where ethnic identities are activated in politics, instead of analysing politics with ethnic distribution as an independent variable, ethnic distribution can be taken as the dependent variable, with political institutions being the explanatory one. It examines the problems of voters’ behaviour, and parties’ and candidates’ strategy in a polity that is, to a significant extent, driven by ethnic relations. Pushing the boundaries of qualitative research on Southeast Asian politics by placing formal institutions at the centre of its analysis, this book will be of interest to students and scholars of Southeast Asian Politics, Race and Ethnic Studies, and International Relations.

But when the authoritarian New Order regime collapsed in May 1998, ethnic conflict became the biggest unpleasant surprise for Indonesians aspiring to democracy. What is the nature of ethnic conflict in Indonesia? Is it a 'one-off' problem of post-New Order transition, or a new and lasting feature of the social landscape? What is being doing about it, and what more could be done? What are some of the international implications? These are among the questions we will address. This chapter is structured in five parts. In the first, we take a look at the urgent contemporary reasons why ethnicity has suddenly become such a problem for Indonesia. In the second and third, we review some ways in which scholars and policy makers have thought about ethnicity in Indonesia, focussing on an important shift that took place in the early 1970s. In the fourth and fifth parts we go back to some of the most pressing among Indonesia's ethnic questions with the aid of insights we have gained from this review. One of these parts, the heart of the chapter, takes a practical public policy approach, while the other briefly examines the implications of a more radical structural analysis.
