Book excerpt: Seminar paper from the year 2012 in the subject Politics - Topic: International Organisations, grade: 1.4, , language: English, abstract: Poverty reduction strategy papers (PRSPs) are claimed to be the 'crucial link' between the Millennium Development Goals (MDGs) on the global level and poverty reduction and growth strategies on the nation level as PRSPs incorporate more and more MDG goals and indicators. Ethiopia, a low-income country in Sub-Saharan Africa, is used as a case study as it has not only made significant advancements in terms of achieving the MDG goals since 2000 but has also made extensive use of PRSPs. Ethiopia has already issued its third generation of PRSPs (2002; 2006; 20011), including an interim PRSP in 2000. The essay analyzes how well MDG 2 'Primary Universal Education' and MDG 5 'Maternal Health' have been absorbed into Ethiopia's PRSPs. Findings confirm that PRSPs are a crucial means to implement MDGs within national policies and programs. Moreover, the study hints to how different processes of MDG incorporation into PRSPs influence the achievement of the respective MDGs on the national level. PRSPs have to be given considerable importance in the post- 2015 agenda; however, a revision of PRSPs is urgently needed to compensate PRSP's criticism and its lack in adhering to some of its most crucial principles, which play a significant role in the post 2015 agenda.

Book excerpt: This book brings together results of studies on progresses and challenges in the implementation of the Millennium Development Goals (MDGs) in Lesotho, Kenya, Botswana, Madagascar, Tanzania, Ghana, Uganda and Nigeria. The authors focus on selected goals as cases; and the book presents resulting lessons that can inform the post-2015 development agenda. The studies are against the background that in September 2000, world leaders from 189 countries, including 147 Heads of State, gathered at the United Nations General Assembly to consider the challenges of the new millennium. They adopted the Millennium Declaration, which set out a vision for inclusive and sustainable globalization: UN 2000 (A/RES/55/2). The leaders pledged to work towards ensuring that conditions of extreme poverty are eradicated wherever they existed. To realise this declaration, the UN established eight MDGs to be achieved by 2015. The goals were broken down into 18 concrete targets and 48 indicators to track progresses in implementation. For the years lost 2000, countries in sub-Saharan Africa have been striving to achieve the goals. So far, some have achieved some of the goals, and the results toward the rest of the goals are also by and large positive, though off-target.

Book excerpt: The study developed a results framework to analyze Ethiopia’s progress towards selected CAADP/Malabo, SDGs and Agenda 2063 goals. A Computable General Equilibrium model linked to an income distribution Micro-Simulation model were used to identify priority investment areas for accelerated agricultural growth, poverty and inequality reduction. Simulation results indicate that the current investment trend and composition would leave Ethiopia off-track to meet these objectives. The analysis of alternative agricultural investment scenarios shows that the public sector has still a great role to play in promoting agricultural growth in Ethiopia. Past expenditure levels have been high, though not sufficient, and would need to increase substantially with an emphasis on the quality of public agricultural spending. Productivity remains one of the major challenges but also one of the most effective solutions for accelerated agricultural growth in Ethiopia. Agricultural investments should be designed considering the agricultural value-chain. While social protection programs are important for the poor, rural non-agricultural development could provide a more sustainable source of income.

This report examines how Ethiopia s Health Extension Program (HEP) has contributed to the country s move toward Univeral Health Coverage (UHC), and to shed light on how other countries may learn from Ethiopia s experiences of HEP when designing their own path to UHC. HEP is one of the government s UHC strategies introduced in a context of limited resources and low coverage of essential health services. The key aspects of the program include the capacity building and mobilization of more than 30, 000 Health Extension Workers (HEWs) targeting more than 12 million model families, and the mobilization of health development army ? to support the community-based health system. Using the HEP-UHC conceptual model and data from Demographic and Health Surveys, the study examines how the HEP has contributed to the country s move toward UHC. During the period that the HEP has been implemented, the country has experienced significant improvements in many dimensions: in terms of socioeconomic, psychological, behavioral, and biological dimensions of the beneficiaries; and in terms of the coverage of health care services. The study finds an accelerated rate of improvements among the rural, less-educated, and the poor population, which is leading to an overall reduction in equity gaps and improvements in the equity indicators including the concentration indices - that suggest a more equitable distribution of resources and health outcomes. The HEP in Ethiopia has demonstrated that an institutionalized community approach is effective in helping a country make progress toward UHC. The elements of success in the HEP include the emphasis on community mobilization which identifies community priorities, engages and empowers community members, and supports their ability to solve local problems. The other aspect of HEP is the emphasis on institutionalization of the activities, which addresses the sustainability of community programs through high level of political commitment, and effective coordination of national policies and leveraging of support from partners. These findings may offer useful lessons for other low income countries facing similar challenges in developing and implementing a sustainable UHC strategy.
