This study on Environment Policy Challenges of Ethiopia is basically an attempt to give the highlights of Ethiopian Environmental policy directions and the potential challenges confronting its dialogue. It is a dialogue in the sense that it is still an evolving issue.

This basin is an important local, national, and international resource, and concern about its sustainable development is growing at many levels. Lake Tana Basin outflows of water, sediments, nutrients, and contaminants affect water that flows downstream in the Blue Nile across international boundaries into the Nile River; the lake and surrounding land have recently been proposed as a UNESCO Biosphere Reserve; the basin has been designated as a key national economic growth corridor in the Ethiopian Growth and Transformation Plan. In spite of the Lake Tana Basin’s importance, there is no comprehensive, integrated, system-wide description of its characteristics and dynamics that can serve as a basis for its sustainable development. This book presents both the social and ecological characteristics of the region and an integrated, system-wide perspective of the feedback links that shape social and ecological change in the basin. Finally, it summarizes key research needs for sustainable development.

This book explores the challenges of sustaining the resource base while fuelling the economy and providing for a growing population that is greatly dependent on natural resources for income and livelihoods. Adopting a political ecology perspective, this book comprehensively examines human impacts on the environment in Ethiopia, defining the environment both in terms of the quantity and quality of renewable and non-renewable natural resources. With high levels of economic production and consumption also come unintended side effects: waste discharges, emissions of pollutants, and industrial effluents. Employing qualitative and quantitative analysis, it presents empirical evidence suggesting persistent economic growth. The research highlights improvements in infrastructure, health care, education, poverty alleviation as well reductions in infant mortality rate. The impact of this economic growth has however had led to only slight improvements in the plight of the poor. The author argues that, while significant steps have been achieved with measurable economic gains, there are still undeniable obstacles within the federal system: prevailing patron-client relationships, constraints on state capacity to efficiently and effectively implement policy, and bureaucratic rent-seeking in the provision of public goods. The author concludes that these problems will have to be resolved before Ethiopia’s political economy can achieve the stage of sustainable development

This book, therefore, aims to contribute to the development, implementation, monitoring & evaluation of effective PRS, especially the Sustainable Development & Poverty Reduction Programme of Ethiopia. With reference to existing studies, the book justifies the need for a national strategy for sustainable development (NSSD) & identifies the principles and criteria for evaluating such strategies in relation to environmental, social and economic integration; the nature of the policy processes; targeting & resourcing. It then explains that NSSD & PRS have common characteristics and hence the criteria for NSSD evaluation can also be used for PRS. Based on the analysis, recommendations on Ethiopia's SDPRP 2002 have been made that could assist policy-makers, development workers and other concerned parties in their efforts to develop an effective sustainable development and poverty reduction strategies.
