Decentralization, attempted democratization via ethno-national representation, and partial economic liberalization have reconfigured Ethiopian society and state in the past two decades. Yet, as the contributors to this volume demonstrate, ‘democracy’ in Ethiopia has not changed the authority structures and the culture of centralist decision-making of the past. The political system is tightly engineered and controlled from top to bottom by the ruling Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF). Navigating between its 1991 announcements to democratise the country and its aversion to power-sharing, the EPRDF has established a de facto one-party state that enjoys considerable international support. This ruling party has embarked upon a technocratic ‘developmental state’ trajectory ostensibly aimed at ‘depoliticizing’ national policy and delegitimizing alternative courses. The contributors analyze the dynamics of authoritarian state-building, political ethnicity, electoral politics and state-society relations that have marked the Ethiopian polity since the downfall of the socialist Derg regime. Chapters on ethnic federalism, 'revolutionary democracy', opposition parties, the press, the judiciary, state-religion, and state-foreign donor relations provide the most comprehensive and thought-provoking review of contemporary Ethiopian national politics to date. This book is based on a special issue of the Journal of Eastern African Studies.

The book examines closely the fundamental forces behind the revolution along with its failed attempts to improve the country's fortunes on both the economic and political fronts."

Book excerpt: It is increasingly argued that bargaining between citizens and governments over tax collection can provide a foundation for the development of responsive and accountable governance in developing countries. However, while intuitively attractive, surprisingly little research has captured the reality and complexity of this relationship in practice. This book provides the most complete treatment of the connections between taxation and accountability in developing countries, providing both new evidence and an invaluable starting point for future research. Drawing on cross-country econometric evidence and detailed case studies from Ghana, Kenya and Ethiopia, Wilson Prichard shows that reliance on taxation has, in fact, increased responsiveness and accountability by expanding the political power wielded by taxpayers. Critically, however, processes of tax bargaining have been highly varied, frequently long term and contextually contingent. Capturing this diversity provides novel insight into politics in developing countries and how tax reform can be designed to encourage broader governance gains.

Despite a growing body of research on African economies, very little has focused on the relationship between economic growth and employment outcomes at the detailed country level. A lack of empirical data has deprived policymakers of a robust evidence base on which to make informed decisions. By harnessing country-level household, firm, and national accounts data together with existing analytical country research—the authors have attempted to bridge this gap. The growth of the global working-age population to 2030 will be driven primarily by Africa, which means that the relationship between growth and employment should be understood within the context of each country’s projected demographic challenge and the associated implications for employment growth. A better understanding of the structure of each country’s workforce and the resulting implications for human capital development, the vulnerably employed, and the working poor, will be critical to informing the development policy agenda. The Yamani author was an eyewitness of several of the battles he describes, and is an invaluable source. His book, which is full of human, and at times tragic, drama, makes a major contribution to our knowledge of a crucially important period in the hisoty of Ethiopia and Horn of Africa. 'Futuh al-Habasa, ' or 'Conquest of Abyssinia' - which undoubtedly reflects the situation as it seemed to its Yamani author at the time of its composition. The forces of Imam Ahmad bin Ibrahim had occupied the greater part of Ethiopia. The resistance of Emperor Lebna Dengel had virtually come to an end, and many Christians had chosen to convert to Islam. The victorious Imam's regime seemed there to stay. This was, however, far from the end of the story. The Imam was killed in battle on February 21, 1543, whereupon his army almost immediately disintegrated. Those of his soldiers who could do so made their way back to the East. Not a few Muslim converts reverted to their former faith. The Futuh thus refers to a relatively short, though crucially important, period in Ethiopia's long history. The book is nevertheless valuable, in that its author was an eye-witness of many of the events he describes, and writes, as far as we can judge, with a degree of objectivity rare for his time. And which strategies of manipulation are available if they would like to reduce the uncertainty caused by introducing political decentralisation? In the wake of local government reforms, several states across the world have introduced legislation that provides for subnational elections. This does not mean that representative subnational governments in these countries are all of a certain standard. Political decentralisation should not be confused with democratisation, as the process is likely to be manipulated in ways that do not produce meaningful avenues for political participation and contestation locally. Using examples from Africa, Lovise Aalen and Ragnhild L. Muriaas propose five requirements for representative subnational governments and four strategies that national governments might use to manipulate the outcome of political decentralisation. The case studies of Ethiopia, Malawi, South Africa, and Uganda illustrate why autocrats sometimes are more open to competition at the subnational level than democrats. Manipulating Political Decentralisation provides a new conceptual tool to assess representative subnational governments' quality, aiding us in building theories on the consequences of political decentralisation on democratisation.

Yet capitalism is not on its deathbed, utopia is not in our future, and revolution is not in the cards. In Capitalism on Edge, Albena Azmanova demonstrates that radical progressive change is still attainable, but it must come from an unexpected direction. Azmanova’s new critique of capitalism focuses on the competitive pursuit of profit rather than on forms of ownership and patterns of wealth distribution. She contends that neoliberal capitalism has mutated into a new form—precarity capitalism—marked by the emergence of a precarious multitude. Widespread economic insecurity ails the 99 percent across differences in income, education, and professional occupation; it is the underlying cause of such diverse hardships as work-related stress and chronic unemployment. In response, Azmanova calls for forging a broad alliance of strange bedfellows whose discontent would challenge not only capitalism’s unfair outcomes but also the drive for profit at its core. To achieve this synthesis, progressive forces need to go beyond the old ideological certitudes of, on the left, fighting inequality and, on the right, increasing competition. Azmanova details reforms that would enable a dramatic transformation of the current system without a revolutionary break. An iconoclastic critique of left orthodoxy, Capitalism on Edge confronts the intellectual and political impasses of our time to discern a new path of emancipation.
